SFY 2016 application is approved when the district has both:
Completed the paper application including statement of assurances.
Completed and electronically signed the application for the finance dimension on the Electronic Grants Management System (EGMS) which is part of SERVS Financial.

3. Substantially Approved (2)
When the two activities have been received by the Division of School Finance, the LEA has been substantially approved and may begin to obligate federal special education funds.
The LEA may not obligate funds until the application has been fully approved or has received the status of being substantially approved.
