Now I have the privilege of introducing to you the new FIA CEO, Ian Moore, and asking Ian to comment on his findings at the FIA over the last 10 weeks. It is a little bit unfair to ask him to present on the future of the FIA as the Board has not yet had the chance to formalise the strategy with Ian, but will ask him what he see’s the main factors affecting our industry. Thank you Martin. Well I am 2 months into the job and it has been a steep learning curve. I thought I knew a lot about the fire industry, but you learn so much more in THE trade association as it covers nearly all aspects of our industry. I spent the first month learning the endless stream of acronyms and how each of those parties overlap (I’m sure some of them are made up to baffle me!) Anyway, conscious of time limitations, I will focus on the key points.

One of the first jobs I have been involved with has been to summarise the ‘wave 5’ market condition review. This is where we ask members and non-members questions on where the market is at for them. The feedback has been strong which is vital for us to fully understand the business trends. The full review is available for download off of our website, but here is an overview of the key factors…

Under this is the amount from the PRIVATE sector against PUBLIC sector RIGHT (showing areas of concentration) Basically 59% of respondents have reported an increase in orders when compared with the preceding six months with the PRIVATE sector clearly driving that growth

Correspondingly the last six months has seen a 60% increase in the number of enquiries received by companies that participated in the Review Again analysing the split between PRIVATE and PUBLIC and the geographical concentrations. A higher increase in enquiries to orders indicates a growing market (assuming our members take most of these works of course!)

Tender invitations have increased over the last six months with 48% of companies indicating either ‘a lot more’ or ‘slightly more’ invitations; with a slight increase in these tenders requiring Third Party Certification. The third party certification requirement is no surprise given that there are so many pre-qualifications on major tenders (environmental, quality standards, product approvals, BIM compliance etc.) BIM presentation planned for 13th January at the Hampton office. More details to follow shortly.

38% of companies that replied have recruited skilled labour in the last six months whereas
only 4% have shed skilled labour; this is in addition to the slight increase in creating Apprenticeships. There will be a presentation during lunch about apprenticeship schemes which I believe is vital to our future skills requirements.

The need for workforce training continues to increase with 43% of respondent companies stating an increase in training with only 5% decreasing training over the past six months. The predictions for the next 6 months are to a similar trend which is good for the FIA and our industry

Suppliers have continued to slightly increase prices over the last six months with only 3% of respondents not surprisingly reporting a decrease And on payment terms, 86% of companies that contributed to the Review reported that they are receiving payment in 60 days or less which of course is a strong indicator for cash-flow

Construction Industry
In April the Construction Products Association were forecasting construction output to increase 5.5% in 2015; and that growth is expected to slow in the following two years. Commercial construction is predicted to increase 6.4% in 2015, 5.2% in 2016 and 4.4% in 2017 However as we know so well - there are always a few bumps and scrapes along the way and in the very latest forecasts, published in the last two weeks, they are now advising that projects in the pipeline, across most construction sectors, suggest that activity in the industry will still rise in 2016 at an anticipated 4.2% across the total construction. However, it should be noted that sharp rises in costs due to a lack of skilled labour, have adversely affected margins and this has meant that many projects are on hold for the moment whilst contractors go back to clients and renegotiate prices.

The treasury have just published a comparison of independent forecasts for the UK economy GDP growth is currently at 2.5% but is forecast to drop in early 2016 before rising back to 2.4% at the end of the year. Inflation has dropped dramatically this year and is expected to rise once again in 2016 albeit slowly. …and if I got that exactly right – I wouldn’t be up here – I would be in the City!

New Fire Minister Announced
The Rt Hon Mark Francois MP is the new Minister of State for Communities and Resilience The minister is responsible for: Coastal communities and the Thames Gateway Fire and resilience (taking over from Penny Mourdant) Departmental finance and corporate issues Overview of local government policy and finance Deregulation Lead minister on the Devolution Bill And most importantly - the Minister for Portsmouth So as you can guess how low fire is on his list of priorities! New Fire Minister Announced

Having said that, radical proposals to transform the way the police, fire and rescue and ambulance services work together were unveiled by the Prime Minister on 11 September. The Government has already invested over £70 million in collaboration projects and some local areas have shown the benefits of joint-working between the emergency services – but there is more to be done to improve the way they serve communities, cut crime, save lives and provide value for money for taxpayers, according to the PM. The key measures included in a consultation paper published are: Encouraging collaboration by introducing a new statutory duty on all three emergency services to look at opportunities to work with one another to improve efficiency and effectiveness. Enabling police and crime commissioners (PCCs) to take on the duties and responsibilities of fire and rescue authorities (FRAs), where a local case is made.

Where a police and crime commissioner takes on the responsibilities of a fire and rescue authority , allowing them to create a single employer for police and fire staff so it is easier for them to share back office functions and streamline management. Abolishing the London Fire and Emergency Planning Authority and giving the Mayor or London direct responsibility for the fire and rescue service in London, as will be the case for the new Mayor of Greater Manchester. Representing the industry on behalf of our members – we will raise the bar of professionalism and competency We have a talented secretariat to support you in all areas. In fact we have just broadened that support with a recently hired Compliance Manager (Kevin Stearns) Technical Manager (Will Lloyd) By having the demographics on the geographical concentrations of members / business trends etc. reminds us not to be London–centric. Throughout next year you will see how we intend to support members throughout the UK The support of innovation will be high on my agenda – not just words – you will see in the coming months some of the plans to encourage and support innovation
