3. COMMITTMENTS BY THE AUTHORITIES
MAINTENANCE OF AN EFFICIENT SYSTEM TO GUARANTEE - WITHOUT DISCRIMINATION AS TO FLAG - THAT FOREIGN VESSELS VOLUNTARILY VISITING PORTS OF THEIR STATES COMPLY WITH THE RULES SET FORTH IN THE PERTINENT INSTRUMENTS.
A MINIMUM OF 15% OF DIFFERENT FOREIGN VESSELS INSPECTED (20% AT PRESENT AND PLANNED TO BE 25%).
CO-OPERATION AND INFORMATION EXCHANGE AMONG MARITIME AUTHORITIES.

OPERATIONAL COOPERATION AGREEMENT TO ERRADICATE SUBSTANDARD SHIPS, WITHOUT FAILING TO OBSERVE THE RIGHTS AND OBLIGATIONS INCLUDED IN INTERNATIONAL CONVENTIONS.
OFFICER IN CHARGE OF SUPERVISION ABLE TO COMMUNICATE IN ENGLISH WITH CREWMEMBERS.
