B. Mulroney created the accord
Robert Bourassa (Quebec) created Five Demands for Quebec to sign the accord and reconcile to the constitution

5 Demands 1. Quebec is a distinct society
2. Three of nine Supreme Court judges were to be from Quebec 3. Constitutional amendments about the structure of government must be approved by all ten provinces 4. Provinces could opt out of federal programs 5. Quebec controls its own immigration policy

All at the conference agreed on this
They then had to take it back to their respective provinces and have it ratified within five years with all ten provinces in agreement
