Added many mechanisms to deal with testing, simulation, and system maintenance
Standard Scope changed from “substation …” to “power utility …” to recognize use outside of substations
Defined named enumeration distinct from countable integers (big step forward)
Many other minor changes including data types and data objects
New SCL file extension (.iid, Instantiated IED description, .sed, System Exchange Description)
