2. Adding the Bill of Rights…the “why”
Anti-federalists refused to sign the Constitution unless it included a Bill of Rights.
A bill of rights was needed to protect basic liberties like speech and religion.

3. Adding the Bill of Rights…the “how”
In order to add the Bill of Rights, the Constitution had to be AMENDED.
This is not easy to do!! Difficult Process.
