Feared a strong national government
Argued it took powers from the states
It lacked a Bill of Rights

3. Federalists feared anarchy without a strong national government
Claimed a Bill of Rights was not needed as 8 states already had one
Promised to add a Bill of Rights if states supported the Constitution
Most small states ratify quickly
Pleased with equal representation in the Senate
