Met in Philadelphia in 1787 to devise a new constitution Two main arguments emerged which caused great contention Representation of each state in government Expanded role of the federal government

A Tale of Two Plans New Jersey Plan Virginia Plan
Wanted to expand central government All states had equal representation (1 vote) Virginia Plan Wanted to greatly increase the role of the government State representation was determined by population

Slavery???? South was worried about the larger Northern white population 3/5ths Compromise- each slave counted as 3/5th of a person to be added to a state’s free population Used to determine number of Congress seats for the South
