4 The Argentine Fund for Horizontal Cooperation (FO-AR) is the instrument of Foreign Policy trough which the Argentine Republic executes since 1992, the activities of South-South Cooperation, enhancing joint South-South Cooperation initiatives with other countries through association, collaboration and mutual support cooperation mechanisms. 22 Argentina-Portugal Memorandum of Understanding between the Ministry of Foreign Affairs of Argentina and the Ministry of Foreign Affairs of Portugal, within the field of Development. Signed in Lisbon on July 2008, its’ purpose is to provide technical cooperation in Developing countries, particularly those Portuguese speaking ones, who may request it. 24 Triangular Cooperation  Signed in Tokyo in 2001, between the Minister of Foreign Affairs of Argentina and the Minister of Foreign Affairs of Japan, it is in force since March 2006.  Purpose: to provide joint technical assistance to third countries in the Latin American region.  It provides training courses to third countries and has enabled the implementation of projects in Bolivia, Paraguay and Peru.

27 Argentina-Brazil Project “Construction of family’s cisterns and Social Validation of Vegetable Crops in Haiti” Argentina-Spain Memorandum of Understanding signed in June 22nd, 2006. The Argentine Republic associated the “Pro-Huerta” project to the AECID (Spanish International Cooperation Agency) for Haiti’s reforestation initiative. 28 Argentina - Fondo Interamericano de Desarrollo Agropecuario (FIDA) de Desarrollo Agropecuario (FIDA) The joint initiative to provide “Pro-Huerta” to the Central Low Plateau –on the border with the Dominican Republic. Currently Pro-Huerta has reached 6 local administrations. Argentina-UNICEF Empowerment of the Local Administrations towards International Cooperation. The purpose is to transfer management know-how and the implementation of a statistical tool-kit in order to follow up in real time all the investment projects executed in Haiti. 29 Argentina-Canada A Memorandum of Understanding was signed between the Government of Canada and the Argentine Government which will enable the enhancement “Pro-Huerta” to almost every local government of Haiti. Within a 5 years term, it is expected to increase the number of people benefiting from “Pro-Huerta” up to 200.000 inhabitants.
