2 Construction Committee Scope Reduce diesel emissions from major construction projects across SE All types of construction Focusing on nonattainment areas Strategies include –Equipment retrofits –Construction emission reduction plans –Use of cleaner fuels –Contract incentives and bid specifications Conference calls – Third Tuesday each month

6 CMAQ Funds for Nonroad Retrofits CMAQ funds for retrofit control devices and idling reduction technology Tennessee Dept. of Transportation –Competitions for road construction equipment and switchyard and short-haul locomotives –Will fund idling reduction technologies for locomotives –Second round in summer 2007

7 Hartsfield-Jackson Atlanta International Airport Construction of new 9,000 foot runway Contracts required use of clean construction equipment –Nonroad engines between 100 and 750 hp –Had to meet Federal Tier 2 emission standards Used state-of-the-art conveyor technology to transport fill material –Reduced construction time by 30 months –Prevented 5 million dump truck trips –Eliminated nearly 2,600 tons of harmful air emissions Delta Airlines - electrification of all ground equipment

8 EPA Region 4 Emergency Response Contract Contract language encourages environmentally preferable practices –Reduce construction equipment idling –Use clean fuels (ULSD and biodiesel) –Repair and maintenance of equipment –Install retrofit control devices –Repower construction equipment –Replace equipment with new, cleaner models SEDC will ask states to consider similar language for state construction contracts

9 Use of Biodiesel Christian County, KY - B20 in all diesels, including construction equipment City of Monroe, NC - Biodiesel in nonroad fleet Orlando Airport – B20 in all ground vehicles Fort Lauderdale Airport – B20 in 45 shuttles Knoxville and Raleigh/Durham airports using biodiesel NC DOT – B20 in nonroad engines TN DOT – B20 in construction equipment used on a regular basis

10 Next Steps LEED certification for buildings grant points for green construction practices Residential and retail development –Best way to engage? –One option - work with equipment rental companies Assess implications of state requirements to accept low bid
