4 North Coast Corridor Program
A $6.5 billion integrated program that includes: Highway, bike, and pedestrian improvements Coastal rail and transit improvements Environmental protections and enhancements From Oceanside to downtown San Diego is a project area we call the “North Coast Corridor.” LOSSAN and I-5 provide the principal means for moving goods and people within the San Diego region and between the major metropolitan areas of Los Angeles and Tijuana. SANDAG is working closely with Caltrans to coordinate improvements in the corridor to increase service times and carrying capacity, both of which are critical to ensuring future economic prosperity in the region.

5 NCC Public Works Plan Next year, SANDAG and Caltrans will be taking a $6.5 billion dollar package of rail, highway, and environmental improvements to the Coastal Commission for approval, in a landmark document we call the Public Works Plan. That program combines all of the planned freeway, highway, bike/ped, and environmental improvements planned by SANDAG and Caltrans over the next 40 years. It’s a model program for planning freeway and transit improvements in a way that results in greater net benefits to the environment. We hope the members of CMAA will be active participants in that approval process.

7 LOSSAN Corridor in San Diego
60 miles in SD County 50 percent single track Six coastal lagoons Two right-of-way owners: NCTD and MTS NCTD Maintains and Manages Operations Service by: COASTER, Amtrak, Metrolink, and BNSF Railway The LOSSAN Corridor begins in San Luis Obispo and passes through LA and Orange County on its way to San Diego. In the San Diego region, the corridor spans 60 miles from the Orange County line to downtown San Diego. SANDAG is working in collaboration with NCTD and MTS, the region’s two transit operators and rail owners to improve the corridor to expand passenger and freight rail services. NCTD operates the COASTER, manages and maintains the line. SANDAG’s role is to plan, fund and build transportation improvements in the region, in collaboration with our transit partners.

8 Goal: Double Tracking the Corridor
One of SANDAG’s main goals is to double track the corridor to approximately 97% by 2050. That will allow trains to pass one another without waiting and shorten travel times for rail passengers. Other infrastructure improvements include bridge and track replacements, new platforms, pedestrian undercrossings, and other safety and operational enhancements. The rail enhancements are part of a strategy to improve all modes of transportation within the congested I-5 North Coast Corridor.

Including the design and construction of more than 11 miles of double track. The cost to complete these projects is nearly $915 million of which we have current funding for approximately $467 million. $140 million expended on the Corridor to-date with another $46 million encumbered.

This chart lists the projects by their planned start of construction (construction phase is shown in red), and you can see how we plan to deliver the work. Projects without construction funding have no orange construction phase shown. You can see that we’ve got a lot of things in the works.

This slide shows the location of the coastal rail improvement projects and a station improvement project in construction in the San Diego region from Orange County to downtown San Diego.

Santa Margarita River Bridge and Double Track $41 million miles Estimated Completion April 2014 Sorrento to Miramar Double Track Phase 1 $44 million – 1.4 miles Estimated Completion January 2014 Tecolote/Washington Street Crossovers $11 million – universal and single crossovers Estimated Completion December 2013 Santa Margarita River Bridge Sorrento to Miramar 1 Washington Crossover Santa Margarita: The Santa Margarita Bridge is the bridge located between the NB and SB of I-5 lanes that you see when passing through Camp Pendleton. 84% complete; forming lost deck and placing deck reinforcement. New bridge complete by October Cut over Nov-December Sorrento Miramar: This is the first of a two phase project to eliminate the existing bottleneck that presently occurs south of the Sorrento Valley station to Miramar Road. Phase 1 consists of 1.3 miles of new double tracking south of the Sorrento Valley Station, as well as upgrading the signal system, providing drainage enhancements, and constructing a new bridge for the double track. 70% complete Tecolote/Washington Street Crossovers: 79% complete Night work for trackwork installation completed in July Tecolote Crossover

16 Station Improvements Moving Trains Through the Stations
Oceanside Transit Center $19.5 M Poinsettia Station $13 M Sorrento Valley Station $37.7 M Del Mar Fairgrounds Platform $9.5 M Oceanside Transit Center Poinsettia Station SANDAG is working with NCTD to facilitate better train movements through three major stations: Oceanside, Poinsettia in Carlsbad, and Sorrento Valley. At Oceanside, we’ll be constructing a major expansion of the station to the south to allow for more simultaneous passenger boarding and to enable freight trains to pass through the station without having to wait for passenger trains to clear the tracks. At Poinsettia, we’ll install a pedestrian undercrossing and a new fence between the tracks to allow other trains to move through the station when COASTER trains are boarding. In Sorrento Valley, we’ll be lengthening the platforms to accommodate longer trains and adding more parking for COASTER riders. And in Del Mar, we’re beginning to plan for a new special event platform at the fairgrounds to serve special events like the fair and the summer racing season. $730 million Rehab Project: stations, low-floor vehicles, upgrade signals and wires, and increase freight capacity Last phase of construction - the Blue Line from Barrio Logan to San Ysidro commenced late July and will last through late 2015.
