BACKGROUND TO THE PROJECT
Plan provides for some limited small scale development to provide affordable housing Started with the Parish Plan 2012 Neighbourhood Plan adopted by Referendum July 2017 The Parish Council wanted a community-led approach to providing affordable housing The Parish Council resolved to support the establishment of a CLT The CLT Steering Group meets on 23rd October 2015 CLT formed on 2nd March 2016 Search for a site since 2014

WHAT IS A COMMUNITY LAND TRUST?
CLTs can own land and other assets which are important to a community Like most CLTs, the first project of Yarcombe Parish CLT aims to provide affordable housing for people and families with a local connection within the Parish area The role of a CLT is to ensure that local people remain in control of local assets CLTs develop and manage these assets in partnership with delivery organisations to ensure their long-term sustainability

MEMBERSHIP OF A COMMUNITY LAND TRUST
A CLT is open to membership by anyone living and working within the community who supports its aims and we would encourage all of you to join us The CLT will be managed by a Board of Management elected by its membership, all of whom are eligible to stand and vote for the Board Membership of the CLT is by purchase of shares at £1. each

‘RURAL EXCEPTION SITE’ EXPLANATION
To deliver an affordable housing in rural communities the regulations allow homes to be built on ‘exception sites’ This is land that would not normally be given planning permission e.g. agricultural land Such sites are only available where there is a need for affordable housing by people with a local connection Once the land is identified, the CLT can purchase and hold it in trust for the benefit of the community Yarcombe Parish is a non-sustainable community – thus no new housing under District Plan Exception sites are where development is permitted if there is a proven need backed by the community

HOUSING NEEDS The Housing needs survey of 2012 established a requirement for six affordable homes in the Parish The housing survey of July 2018 again confirmed this requirement for six affordable homes A mixture of one-bed and two –bed homes are proposed Rents cannot exceed the local housing allowance but could be less.

Yarcombe Parish CLT’s First Project Affordable Housing for Local People
YPC and YPCLT have searched for suitable land over the past five years for a suitable site Five sites in Yarcombe and four sites in Marsh have been considered in detail but negotiations proved to be unsuccessful The CLT will own the site and lease it to a housing association for 125 years. The CLT receives a ground rent The CLT uses a grant to appoint an architect and surveyors and makes a planning application The housing association partner funds and builds the homes, taking the development risks The housing association allocates the homes in line with criteria approved by the CLT

THE POTENTIAL SITE IN MARSH
Directors of YPCLT have confirmed a Heads of Terms Agreement with the owner of a suitable site in Marsh The owner is Jonathan Price, whose grandfather purchased the land from the Yarcombe Estate in 1957 to establish a café to serve the busy A303 The plan did not come to fruition because the bridge over the river Yarty was washed away and the new dual carriageway was constructed The site has long laid forlorn and is shown on the next slide

CONCLUSION AND NEXT STEPS
Grants available from Homes England and EDDC to enable viability studies to be undertaken If viable, enter into an Option Agreement with the landowner and submit a Planning Application
