Background Since 1953 C&F statistics in NL 1990s: C&F statistics got outdated New system needed: –Create more complete overview –Relate better to society developments –Usable in policy analysis –Better links to SNA/ESA –Provide international comparable data Decision: new statistical system based on SHA

3. Goals Complete, consistent, coherent integrated description of health (and social) care Linking to integrated NA; Linking to budgetary frameworks of MoH and an increased international comparability (SHA)

4. Starting points Definition of Care: create the boundary of the system(s); in activities performed Economic units i.e. providers are core; containers of information; Expenditure measured as society burden Added to providers are financing agents and functions (clusters of activities)
