6 CFM Overview Vision: Mission:
Be the trusted leaders in delivering healthcare and other facilities for our Nation’s Veterans. Mission: Advance VA’s mission in support of our Nation’s Veterans by planning, designing, constructing and acquiring major facilities, and setting design and construction standards.

7 CFM Background Responsible for:
Planning, designing, and constructing all major construction projects greater than $10 million. Acquiring real property for use by VA elements through the purchase of land and buildings, as well as lease acquisitions.

8 CFM Background Responsible for:
Managing facility sustainability, seismic corrections, physical security, and historic preservation of VA’s facilities. Delivering to Veterans, high quality buildings, additions, large scale renovations, and structural enhancements.

11 Major Program Summary Major Construction Program:
Consists of projects over $10 million. (38 U.S. Code §8104) Projects planned and developed for VHA, NCA, VBA or Staff Offices. Projects are individually appropriated by Congress. Major medical facility projects and leases require authorization by Congress.

12 Major Program Summary Architect-Engineer Services:
Professional services of an architectural and engineering nature performed by contract. CFM contracts for the following services: Pre-Design Schematic Design Design Development Construction Documents

13 Major Program Summary Leasing Program:
Authority delegated by GSA to execute leases. Major leases consist of projects over $1 million in annual unserviced rent and must be authorized by Congress. (38 U.S. Code §8104) CFM Real Property Service manages the acquisition of major leases. Smaller leases are managed at the local/regional level. Leases for medically related space are funded from the medical facilities appropriation.

Non-Recurring Maintenance (NRM): Primarily address correcting facility deficiencies and renovating existing space including the repair or replacement of existing building systems Typically administered at each medical center or cemetery NRM projects are funded through the VHA’s medical facilities account or NCA’s operations and maintenance account Designed by an Architectural/Engineering Firm and constructed by a general contractor Green Management Program: Under control of the Office of Asset and Enterprise Management Energy Conservation Programs Energy Generation Programs Energy Assessments

Published in Federal Register March 4 Contractors to report transactional data from orders and prices paid by ordering activities FSS contract and GSA non-FSS contract orders (VA not covered) Removes BOA monitoring requirement of PRC However… GSA maintains right to ask for updates on CSP disclosures and price reductions IFF or CAF payments quarterly Pilot first step
