MSA 2007 – Essential Vocabulary
Examiner’s Manual (EM) - manual used by test examiners to administer MSA tests – one each for reading and mathematics Forms - versions of a test by grade – 10 each for reading and mathematics Generic Label - identification label attached to an answer book that contains school and LEA only (student’s demographics need to be bubbled on the demographic page) Master File Sheet (MFS) - A summary transmittal document from a school to Harcourt, detailing the numbers and types of scorable documents being sent from that school – 1 per shipment LAC - Local Accountability Coordinator Pre-ID Label - pre-printed, bar-coded label attached to a Test/Answer Book that identifies a pupil and all his/her demographic characteristics Serialized – secure materials that contain bar-coded tracking numbers for security purposes

MSA 2007 – Participation Policy
Beginning in 2006, Maryland began calculating actual rates of participation of students who took the test. Schools are held responsible for student achievement on MSA testing, and also accountable to ensure that at least 95% of students participate in testing, as measured at each grade, in each content, and by each disaggregated subgroup. Rules for excusing students from testing in the Maryland Accommodations Manual (MAM) TACM p. 1-5

MSA 2007 - ELL Reading Test Reminder
For the MSA Reading test, ELL students in their first year of enrollment in a U.S. school may substitute their score on the English Language Proficiency Test for the MSA Reading test. ELL students must participate in the MSA Reading test starting in their second year of enrollment in a U.S. school. For the MSA Mathematics test, ELL students must participate in MSA Mathematics testing, regardless of how recently they entered the U.S. educational system. TACM p. 1-6

MSA Mod-MSA Guidance from the U.S. Department of Education related to modified assessments has not yet been issued: Students may have been identified through the IEP process in the current year as takers of the Mod-MSA. However, since the Mod-MSA is not available, those students must be assessed using the regular MSA in 2007. TACM p. 1-5

MSA Mod-MSA Appeals Schools will be able to Appeal the scores for students who would have been eligible for the Mod-MSA. However, a school must meet all the AMO’s in all subgroups except Special Education. TACM p. 1-5

NEW - Kurzweil Procedure Test forms on Kurzweil CDs will be shipped to the LAC by Harcourt (same as Braille and Large Print versions). After testing, schools will return the CDs to Harcourt along with the secure non-scorable materials. TACM p. 1-8

MSA 2007 - NEW - Invalidation Procedure
If you have test materials (a Test/Answer Book with Pre-ID label attached) for a student who was absent and did not test, you must invalidate the Test/ Answer Book and return to Harcourt with non-scorable materials. MSA 2007 – Test Security Code of Ethics and State Board Security Regulations IT IS A BREACH OF PROFESSIONAL ETHICS FOR SCHOOL PERSONNEL TO PROVIDE VERBAL OR NONVERBAL CLUES OR ANSWERS, TEACH ITEMS ON THE TEST, SHARE WRITING PROMPTS, COACH, HINT, OR IN ANY WAY INFLUENCE A STUDENT’S PERFORMANCE DURING THE TESTING SITUATION. A BREACH OF ETHICS MAY RESULT IN INVALIDATION OF TEST RESULTS AND LOCAL EDUCATION AGENCY (LEA) OR MSDE DISCIPLINARY ACTION. TACM p. 1-9 – 1-11

MSA 2007 – Test Security The Test/Answer Books are confidential and must be kept secure at all times. Unauthorized use, duplication, or reproduction of any or any or all portions of the assessment is prohibited. MSA 2007 – Test Security Anyone who handles test materials needs to be may aware of the consequences of test violations and must sign a Test Administration and Certification of Training and Non-disclosure Agreement Form. STCs to prepare materials for distribution and to conduct training sessions. Test Examiners for viewing one (1) school day before testing, and must be viewed in a secure place Non-certified staff for clerical purposes, under the supervision of the STC. TACM p. 1-9 – 1-11

Must have a valid MSDE professional school staff certificate: Academic classroom teachers – except those not employed by the district, nor on substitute teacher list Other teachers ESOL, Special Ed, PE, art, etc. Media specialists, guidance counselors, administrators, etc. Instructional aides, assistants, etc. TACM p – 1-13

Use the make-up box on the front cover of the Test/Answer Book to track make-up needs Don’t wait until the “official” make-up window (March 22nd – 27th) to administer Use the same Test/Answer Book that the student used during the regular administration (unless damaged) Completed make-up tests may be returned to Harcourt in any of the 3 pickups TACM p. 4-10

After testing a content area and before returning materials to the STC, the TE must: Ensure all materials are accounted for Separate secure from non-secure materials Separate home-schooled student materials (if applicable) Ensure each Test/Answer Book has either a pre- printed or generic label applied to the demographic page Ensure demographic page is bubbled for students with generic labels TACM p – 4-11

Invalidate used but non-scorable Test/Answer Books, as necessary Completed Bubble 6 for any student tested with accommodations Checked each Test/Answer book page to be sure: There are no stray marks in the bubble or track mark areas Completed answer bubbles are dark (DO NOT fill in bubbles for incomplete questions) Transcribed answers from special Test/Answer Books to standard-sized Test/Answer Books Completed an SSID sheet for all scorable groups TACM p – 4-11

To properly complete a Scoring Services Identification (SSID) Sheet, the TE and/or STC must: Separate reading and mathematics scorables Count the number of scorable Test/Answer Books in the group and bubble in section J Ensure remainder of form is bubbled according to instructions in TACM Section 5, Appendix F Paper-band SSID on top of scorables group Be sure section J indicates the number of scorable Test/Answer Books NOT students in the group! MSA 2007 – Testing Materials Pickups
The pickup schedule in 2007 is very different from past MSA administrations! FedEx will make THREE (3) pickups at each testing location. As a reminder, FedEx will call each location two (2) days prior to pickup. Event Dates Pickup #1 Mar 15th or 16th Pickup #2 March 22nd or 23rd Pickup #3 March 27th, 28th or 29th In 2007, it is critical to timely reporting that scorable materials are returned as soon as the regular content area test window is complete! Once testing for a content area is complete, the STC must: Collect and account for testing materials from TEs Test/Answer Books (NOTE: all scorables must be paper-banded with a completed SSID Sheet) Used scratch paper Examiner’s manuals Unused student identification labels Report any missing scorable materials to the LAC Confirm Test/Answer Books have been invalidated and/or transcribed, as required Keep home-schooled materials separate TACM p – 4-14

When preparing materials for return to Harcourt after each content testing window, remember: Scorables Used Test/Answer Books Transcribed Test/Answer Books (from LP, Braille, and/or Kurzweil) NOTE: Each testing group of scorables must have a completed SSID sheet on top! You can mix grades and contents in a shipment. Non-scorables Unused Test/Answer Books Invalidated Test/Answer Books Used and unused Braille Test Books Used and unused large-print Test/Answer Books All Kurzweil CDs Unused shipping labels TACM p – 4-14

Complete a Master File Sheet (MFS) for each shipment (set of boxes) to Harcourt: Use the correct MFS for the pickup (1, 2, 3) Count and enter number of SSID groups for each grade Count total number of scorable Test/Answer Books for each grade Confirm pickup with “X” Enter total number of boxes of scorable Test/Answer Books in shipment TACM p – 4-14

MSA 2007 – School/Group List
This documentation is required by DREAA, to help with reconciliation of materials sent to Harcourt. Since Harcourt only requires you to list the number of SSID sheets for each grade and the total number of test, DREAA is requiring additional step. Complete the School/Group list, include the teachers’ name, grade and number of students tested (information from each SSID). Send this form to DREAA and keep a copy for your records.

Once scorables are ready for packing and shipping: Use original boxes, if possible Place banded groups of Test/ Answer Books in boxes, highest grade on the bottom Affix orange scorables label to outside of each box Affix a FedEx return label to outside of box MFS goes on top of Box 1 Seal each box TACM p – 4-16

When testing is complete and testing materials are not needed for make-up testing, group and paper-band non-scorables. Be sure invalided and/or unused Test/Answer Books are separated by content and grade. Affix green non-scorables label to outside of each box Affix a FedEx return label to outside of box No MFS is required for non-scorables Seal each box Discard TACMs and Examiner’s Manuals at the school; do NOT return them to Harcourt. After all boxes are packed, sealed, and the appropriate shipping labels are applied, fill in each blank on the orange and green labels.
