5. What is a single point of contact?
Feedback from EPP’s has been about communication, getting an answer that is consistent.
A CAEP Staff member is assigned to EPP’s by regional accrediting association and then state to provide support and guidance through the entire process. EPP’s with site visits Fall 2018 have already been notified of their contact person and the state assignments will be on the website soon.

The uniform pathway uses the best features of both
NCATE and TEAC as part of the single process

7. From three pathways to one
Prior to the merger of NCATE and TEAC, there were three pathways.
NCATE had Selected Improvement (SI) and Transformative Initiative (TI)
TEAC had Inquiry Brief
Feedback from Council on Higher Education Accreditation (CHEA) and Peter Ewell said it was difficult if not impossible to calibrate these three pathways to insure reliability.
In response to this feedback, CAEP’s board voted unanimously to move to one pathway, effective January 1, 2017.
Uniform pathway will begin for site visits Fall 2019.
The uniform pathway is outlined in the Initial Handbook 2018.

9. Quick background information
CAEP was started in 2013 and developed Initial-Level Standards in 2013
CAEP developed Advanced-Level Standards in 2016
CAEP posted the Advanced-Level Handbook at CAEPCon September 2017 for comment

10. One self-study, two decisions
Starting with site visits in Fall 2019, EPPs with both Initial and Advanced Programs will have one section to describe how Initial Programs meet Standards 1-4, and a second section on Advanced Programs for Standards 1-4.
Standard 5 is only reported once as it relates to the Quality Assurance System for the entire EPP.
Programs can optionally have Advanced Standards reviewed prior to Fall 2019 and some states may require it.
CAEP requires EPPs to report on Advanced Programs starting with site visits in Fall 2019.

Advanced-Level Programs are defined by CAEP as educator preparation programs at the post-baccalaureate or graduate levels leading to licensure, certification, or endorsement.

... Advanced-Level Programs are designed to develop P-12 teachers who have already completed an initial-licensure program, currently licensed administrators, other certificated (or similar state language) school professionals for employment in P-12 schools/districts

...Any advanced-level degree program not specific to the preparation of teachers or other school professionals for P-12 schools/districts.
…Any advanced-level non-licensure degree programs, including those specific to content areas (e.g., M.A., M.S., Ph.D.)

Masters’ in Curriculum & Instruction (w/o credential)
Masters’ in Math Ed or any content area (w/o Credential)
Masters’ in Special Ed, Reading, Secondary or Elementary Ed (w/o credential)

16. Add-on programs “
.. Add-on programs are designed for educators who hold valid teaching licensure and are seeking to add additional teaching field(s); OR
programs that lead to licensure but for which the licensing authority (e.g., state or country) does not require completion of an internship for eligibility” (see definition on next slide).

17. Internship defined from CAEP Glossary“
Full-time or part-time supervised clinical practice experience in P-12 settings where candidates progressively develop and demonstrate their knowledge, skills, and dispositions.

18. Add-on programs
Add-on programs do not lead to a degree (but may lead to a certificate) and require either a licensure examination or an assessment of candidate proficiency to understand and apply knowledge and skills in the specialty licensure area that provides access to employment in a P- 12 setting.

19. Add-on programs
Add-on programs will be reviewed under CAEP Standard A.1, component A.1.1 and require the EPP to submit evidence of candidate content knowledge documented by state licensure test scores or other proficiency measures.

EPP will submit a single self-study report and receive two separate accreditation decisions (one for initial-licensure and one for advanced-level).

EPPs with programs at both the initial-licensure and advanced-level are required to have all such programs reviewed on the same cycle (site visit).

30. CAEP allows three options for program review
State partnerships determine which of the three EPPs can utilize:
National Recognition from Specialized Professional Associations (SPAs) or
State Program Review or
CAEP Program Review with Feedback
Program Review is intended to be conducted prior to the self-study and the assessment results are used to demonstrate evidence of Standard 1.1.
Up to this point, CAEP Program Review with Feedback has been reviewed by the Site Visit Team.

31. CAEP Program Review with Feedback
CAEP has now developed guidelines for programs to submit assessment data prior to submission of self-study to provide evidence for meeting Standard 1. Timeline includes the following Phase-in schedule, which will start with sites visits in Fall 2019.
Fall 2019 site visits Submit evidence to AIMS September 1, 2018.
The first phase will be a review for Elementary Education programs using INTASC Standards.
CAEP will train reviewers in August 2018 to review these Elementary Education programs using national standards (INTASC).
Feedback will be provided to EPPS by 12/31/2018 so that feedback can be included in Self-Study Report due January 1, 2019.
Secondary programs will be phased in starting for site visits spring 2019.
Advanced Programs will be phased in starting site visits fall 2019.
