Course Title: Enrollment Process
Course Description The course allows learners to increase their knowledge about enrollment goals for the Job Corps. Facilitators identify strategies on how learners can achieve enrollment goals by reaching out to the target audience. The course is designed to provide an orientation of how to develop a comprehensive enrollment process. Learners gain knowledge on how to create an outreach plan with a concentrated focus on networking opportunities with youth agencies, low income programs, and high school dropout counselors. Course Title: Enrollment Process Course Description: Under the umbrella of the Department of Labor (DOL), the Job Corps program receives federal funding for sustainability. The course allows learners to expand knowledge regarding the achievement of increased enrollments, and develop strategies to achieve 100 percent of the enrollment goal. The course design provides orientation on how to develop a comprehensive outreach plan for reaching target audience, and create networking opportunities.

Needs Assessment GAP Analysis
The government increased the program goals from 400 enrollments to 540 annual enrollments. The enrollment team does not possess the skills and number of enrollment counselors to achieve the new enrollment goals. The program lacks a comprehensive outreach plan and enrollment process. Currently, the program shows a deficiency 250 enrollments and shows 25% of dorms empty. The government threatens to reduce funding if 95% of the dorms are not filled December 31, 2014. GAP Analysis Needs Assessment (GAP Analysis) Historically, the Job Corps program shows a deficiency in their enrollments. Job Corps continually struggles with achieving 400 enrollments. The new increase of 540 annual enrollments places Job Corps in jeopardy of experiencing a loss in funding. The government threatens to reduce funding if 95 percent of the dorms are not full by December 31, Employees lack the skills to achieve the new increased goals. Job Corps must develop a comprehensive outreach plan. The plan must include identifying and working with government agencies that will generate referrals to Job Corps. In addition, employees learn to present Job Corps to agencies with 100 percent accuracy.

Delivery Modality About the Delivery Length of Training
In light of the learner characteristics, the method of delivery is led by facilitator Learning environment in a workplace setting The length of this course is two days; Includes six hours of training per day Facilitator style training Use of presentations Training materials Technology Videos Delivery Modality The facilitator will deliver the training in two-days, six hours per day. Learning environment is in a workplace setting. The facilitator style training consists of presentations, training materials, use of technology, and videos.

Learning Context The instructional setting varies

Achieve Enrollment Goals
First Goal 540 Enrollments 270 Females 270 Males Second Goal Create an outreach plan for networking with government agencies Achievement of Goals Learners will focus on the achievement of two goals. One goal consists of achieving 100 percent of the enrollment goals of 540 annual enrollments. For Job Corps, this is important in maintaining all funding from DOL. The second goal consists of creating an outreach plan for networking with government agencies. It generates referrals of youth Job Corps appropriate for enrollment. DOL requires networking with other government agencies.

Title: Conducting Presentations and Center Tour Collaborative learning Learners will develop three strategies for reaching out to the targeted audience with 100% accuracy. Learners will explain program benefits with 100% accuracy to include, eligibility criteria such as, Free vocational/educational training For students, age criteria years. Must be of low-income families or of poverty level income. Students are high school dropouts. Tour of training areas, include instructors’ presentations Audience Behavior Conditions Accomplishment Youth ages 16-25 High school dropouts Presentations of Job Corps and hands-on activities encourage collaborative learning Visit training areas to evaluate level of interest. 75% of Tour participants commit to enrollment. Title: Outreach Activities and Networking Video Library Success Lasts a Lifetime Video 64N-k Project Based Learning: Learners will explain the program benefits with 100% accuracy to agency representatives to tour the campus and bring 3 potential students each. Free vocational/educational training Students age criteria years. Must be of low-income families or of poverty level income. Students are high school dropouts. Learners will network with 9-12 youth agencies with 100% accuracy. Project Based Objectives Outreach activities and networking opportunities require organization. Learners will use one the Job Corps videos from the video library to show potential enrollees and agency representatives. Learners will explain the program benefits with 100 percent accuracy to agency representatives touring the campus and bring three potential students. The elements of the presentation include, eligibility information such as; Free vocational and educational training Students age criteria years Must be of low-income families or of poverty level income Students are high school dropouts Learners will network with 9-12 youth agencies with 100 percent accuracy.

Title: Outreach Plan for Networking Learners will create an outreach plan for networking with government agencies with 90% accuracy. Leaners will list three strategies in networking with 12 agencies with 95% accuracy. Project Based Objectives (Outreach Activities and Networking) DOL mandates for federally funded programs work together toward a common goal. The objectives for learners is to develop a strategic outreach and networking plan to satisfy DOL requirements. Learners will create an outreach plan for networking with government agencies with 90 percent accuracy. Learners will list three strategies in networking with 12 agencies with 95 percent accuracy. These activities are conducted on a monthly basis; will refer youth to enroll in Job Corps. Learners conduct presentations to explain Job Corps is a vocational and educational training program, free to: Youth ages 16-24 Residential and non-resident programs Youth must be of low-income or poverty level. Youth must be U.S. citizen or legal resident Second chance for youth to earn a vocation and GED. MEMORANDUM TO: All Employees FROM: Brian Mason DATE: October 10, 2014 SUBJECT: Enrollment Training In response to the enrollment needs of the Job Corps Center, Department of Labor increase the annual enrollment goals. The increase affects all training areas of the Job Corps Center. Training will be provided for all Job Corps employees as a company-wide approach of the upcoming changes. You will learn about your role in helping to achieve the organization’s goals and objectives. Implementation Plan Formative Assessment: Facilitator Style Training:
The facilitator will use a presentation. Training is face-to-face; live Facilitator will use collaborative learning. Learners will break up in five teams of four people. Day one; teams will create three strategies of their own in presenting program benefits with 100% accuracy. Information may be selected from Checklist (attachment 1). Day two; leaners will create three strategies of their own in networking with 12 agencies with 95% accuracy. Formative Assessment: Team presentations are a form of assessment. By observation, the facilitator will gain knowledge about the level of learning, and knowledge gained. The formative assessment at the end of the course is a survey. Information from the survey provides data about the commitment to the strategies developed, and future training needs. Data helps assess the effectiveness of the training and facilitator. Sample Survey (see attachment IV) Implementation Plan Plan for implementation includes facilitator style training. The facilitator will use presentations during the face-to-face; live training. Facilitator will use collaborative learning. Learners will break up in five teams of four people. In addition, the formative assessment conducted helps determine the level of efficiency of the facilitator, knowledge gained by the learner, and the training effectiveness. It also provides data for analysis for future training needs.

Training Survey Recommendations This course includes a summative evaluation in the form of a survey. Learners will be able to describe if the goals and objectives of the course were met. The training survey will explain how learners felt regarding: The effectiveness of training The relevance to their job duties The effectiveness of the facilitator Recommend facilitator for future training Relevance of the training materials. Based on the findings of the survey, possible recommendations will be provided to the company regarding: Level of comfort with new goals Skill level in explaining program benefits Networking opportunities with government agencies Need for future training Summative Evaluation The course includes a summative evaluation in the form of a survey. An example of the analysis shows; 90% of the participants benefited from the training. 100% of the participants felt the training was relevant to their job duties. 75% participants were comfortable incorporating the new goals. Five participants would like more practice on explaining program benefits and need presentation skills. 90% of the participants were satisfied with the facilitator. 100%of the participants would recommend the facilitator. 90% of the participants were satisfied with the materials

Future Implications Evaluation & Analysis of Survey Outcomes

Recommendation I: Employees need to practice doing presentations. It is recommended that the next training include a session on public speaking training. Training to include role-playing. Recommendation II: Employees need to learn how to create a PowerPoint presentation. From observation by the facilitator, the teams struggled in creating a three slide presentation. Recommendation III: Employees need training on how to network with government agencies. Evaluation, Analysis, and Recommendations The example above would allow the facilitator to make recommendations such as; 25% of the training participants were not comfortable in incorporating goals. Recommendation I: Employees need to practice doing presentations. It is recommended that the next training include a session on public speaking training. Training to include role-playing. Recommendation II: Employees need to learn how to create a PowerPoint presentation. From the observation by the facilitator it was noticed the teams struggled in creating a three slide presentation. Recommendation III: Employees need training on how to network with government agencies.
