11 Ordering off BPAs on Schedules
FAR (c)(2) is not like ordering on Networx BPAs are pre-competed vehicles; you focus on Task Orders Above Micro-Purchase Threshold ($3K), must do Fair Opportunity selection Above Simplified Acquisition Threshold ($150K), must use request for quote (RFQ) Most Task Orders will exceed $150K Many RFQs will be simple and easy and shouldn’t require contract mods Agency CO ensures adherence to FAR, BPA scope, and agency policies GSA does not need to be in the middle Task orders cannot exceed POP (May 2018) Ordering agency can supplement but cannot contradict the BPA terms Seed stock: can’t purchase but can stock old ones or use warranty approach Shorter refresh: can’t require but give greater weight in evaluation criteria Delivery timeframes: request interval; for expedited domestic shipping and international shipping, contractor may charge actual shipping costs

It really is easy Suggest you use request for information (RFI)  RFQ  Task Order Complete Data Survey Worksheet (gsa.gov/wirelessfssi) and send to contractors Find out about promotions and newly available SEDs Get spot discounts or special offers for SEDs Assess coverage at end users’ locations Ensure GFE devices work with service plans requested See what Open Market devices are available and their cost Let contractor suggest optimal pooling arrangement or service plans Specify international, security, or other additional requirements Single FO decision for single RFQ becomes single Task Order RFQs and Task Orders can include options: additional locations, additional quantities, etc. Can include Open Market purchases on BPA order if marked as “open market” Subsequent service orders specify delivery details: schedule, location, user, etc. Now you just have to define the RFQ…

14 Ordering Steps for FSSI Wireless BPAs
In accordance with FAR (c)(2) Multiple Award BPAs Gather requirements on devices, plans, and usage at the highest level of common requirements Conduct market research of different approaches (RFI or use the Economic Model) Determine the number of Task Orders and allocate requirements to each Task Order Prepare solicitation for each Task Order according to agency policies and the FAR Determine the types and number of service plans required Include statement of work for additional requirements, as needed Develop basis of selection for fair opportunity consideration Send Task Order RFQ to contractors* or thru GSA eBuy (future) Review responses, make Task Order award, and document compliance with the FAR Discuss with contractor the ordering requirements and implementation schedule Submit subsequent service orders to contractor * Note: For responses to RFQs, allow contractors five business days for Task Orders under 1,000 plans. Allow more time for larger orders or for Task Orders with special requirements.
