Standardization of power electronic systems and equipment
IEC Low-voltage switch mode power supplies – Part 7: Safety requirements Update November 2017 Clemens Klemm Siemens AG European Power Supplies Manufacturers’ Association
2
Classical industries and power conversion
Drive trains for mobility Factory automation Converter = UPS and power distribution Power supply
3
New industries and power conversion
Photovoltaik Wind power Energy storage Converter charging/discharging = Tidal wave Electric drive train
4
Same challenges for classic and new industries
The applications are very different, but often the technology is almost similar! The safety standards should be aligned as much as possible! Standards on interconnection and performance are necessary! Standards should be easy to use

IEC 62477-1 (group safety standard)
IEC : Safety requirements for power electronic converter systems and equipment - Part 1: General Developed to provide requirement for the whole power electronic industry (e.g. power supplies, UPS, drive systems). Designed as standard to be used on its own, or to be referenced by other committees. Status of a ”Group Safety Function” by ACOS (Advisory Committee on Safety within the IEC) in the low voltage area; extract from the scope: This part of IEC 62477 has the status of a group safety publication in accordance with IEC Guide 104 for power electronic converter systems and equipment for solar, wind, tidal, wave, fuel cell or similar energy sources.

IEC 61204-7 and IEC 62477-1 (group safty standard) in the IEC
Harmonization in Europe EN has been positively assessed by the LVD (Low Voltage Directive) New Approach consultant in September 2017. Acceptance in China (GB standard) They voted positive on the standard. National Chinese Mirror Comittee (TC 60) will investigate for national acceptance of IEC and group safety publication IEC Acceptance in US/CAN Mainly depending of the US/CAN acceptance of group safety standard IEC which is in progress. Technical demands from US will be considered in 2nd version of IEC which is actually in Draft status.

Outlook: IEC 62477-2 Group Safety Function
SAFETY REQUIREMENTS FOR POWER ELECTRONIC CONVERSION SYSTEMS AND EQUIPMENT Part 2: Power Electronic Converters from 1000 V AC or V DC up to 36 kV AC or 54 kV DC … creates an extension of the IEC to higher voltages (“High Voltage”) … has the same group safety function as IEC for applications without an own product standard Publication planned for 2018
