What is the Ticket to Work?
Gives SSA beneficiaries, between 18 – 65, the ability to choose where to go for employment services from a list of SSA approved providers. Gives beneficiaries protection from an SSA medical review (CDR) while using the Ticket. Protection applies once they assign the ticket and have entered into a work plan with an Employment Network (EN) or State VR agency. This is the ultimate goal of all the work incentives, not just the ticket Ticket goals are: To expand the universe of service providers available to beneficiaries covered under Social Security Disability Insurance and Supplemental Security Income based on disability or blindness in obtaining the services necessary to find, enter, and retain employment. TTW Beneficiary Participation
If the Beneficiary chooses to come to the State VR agency for employment services then: The client’s Ticket will be automatically assigned to the SVR agency once an employment plan (IPE) is in place. The Ticket will not be unassigned until VR case closure. VR is mandated (Ticket to Work and Work Incentives Improvement Act of 1999) to participate in the Ticket to Work Program. We have no choice in the matter about participation. By virtue of the fact that a person is collecting SSA Disability benefits, they are participating in the Ticket program if they choose to go back to work. When the Ticket regulations say that the ticket is voluntary, they mean that the person has the option to either work or not work and they have the option to assign the Ticket or not. If they come to VR for services and VR chooses to collect payments using Cost Reimbursement, then the Ticket is put in limbo (or “In Use with VR” status) and the client is offered the same protections that they would have received by assigning their ticket to an Employment Network. The Ticket is still available to be assigned after VR services are completed. Please keep in mind that Employment Networks (other then VR) can refuse to serve SSA beneficiaries if they choose and if someone is refusing to assign their Ticket to an EN, then this beneficiary will have a lot less options to get help in retaining and maintaining employment. Oregon VR has chosen to give IPS Supported Employment agencies, working with VR, a venue to obtain TTW monies VR facilitates the process and has become the fiscal agent for obtaining these funds. Presented by Eugenia M. Cox 9/5/2018

VR/EN Agreement – Mental Health
In an effort to build the MH Supported Employment programs, VR chose to start this program with OSECE. IPS programs must be current vendors with Oregon VR. Programs refer clients to VR for services as usual. The IPS program then must send the clients’ names to the TTW Coordinator, preferably monthly, so that the TTW program can be initiated. VR will assign the ticket and monitor for potential payments. VR pays the IPS program a pre-established percentage of any TTW payments received for the clients reported. Presented by Eugenia M. It’s EASY! Once your program becomes a vendor with VR,
and is in a TTW contract, all you need to do is: 1. Report current clients enrolled in VR services to TTW Coordinator monthly. 2. Track quarterly contact with current and graduated IPS clients eligible for TTW payments. This contact can be from anyone at agency (i.e.; MHS, skills trainer or doctor progress notes.) Why Should We Do This? Why not get additional funds for the services that you are already performing? Some programs have received sizeable amounts! All Agencies together have brought in over $390,000 since program start! The time it takes to report monthly and track quarterly contact is minimal. Presented by Eugenia M. Cox 9/5/2018
