TEACERS SERVICE COMMISSION DUTIES AND RESPONSIBILITIES OF INSTITUTIONAL ADMINISTRATORS PRESENTATION DURING KATTI WORKSHOP MOMBASA

FUNCTIONS OF THE COMMISSION
The Functions of the Commission are as set out in Article 237 of the Constitution and sections 11 & 12 of the Act. They are inter alia to:- Register trained teachers; recruit and employ registered teachers; assign teachers employed by the Commission for service in any public school or institution; promote and transfer teachers;

exercise disciplinary control over teachers; terminate the employment of teachers engaged in public service in accordance with the law; review the standards of education and training of persons entering the teaching service; review the national demand for, and the supply of teachers; and

advise the National Government on matters relating to the teaching profession

FUNCTIONS OF THE COMMISSION
In addition, the Act confers powers on the Commission to: formulate policies to effectively operationalize and realize its mandate; provide strategic direction and general oversight to the Secretariat of the Commission and teaching sector; ensure that teachers comply with the teaching standards prescribed by the Commission under the law;

manage the payroll of teachers in its employment; facilitate career progression and professional development of teachers in the public teaching service;

INSTITUTIONAL ADMINISTRATORS
The Commission signed a CBA last year and has taken effect from 1st July, This came about after the release of the Job Evaluation report that was carried out by the Commission and the SRC. Various positions were therefore established for TVET which include: Principal, Deputy Principal, Registrar, Dean of Students, Guidance and Counseling Coordinator,

Industrial Attachment Coordinator and respective Heads of Departments (Senior Masters).

PERFORMANCE OF DUTY In the execution of the assigned duties, Institutional administrators will be bound by the Constitution, the relevant statutes, the Code of Regulation for Teachers, the Code of Conduct and Ethics and all administrative Circulars issued by the Commission and other government agencies from time to time.

PERFORMANCE OF DUTY The appointment, deployment and retention of administrators will be subject to the satisfactory performance of duties assigned to each administrator. Each administrator shall be appraised with a view to evaluate and determine his/her performance levels in accordance with Regulation 52 of the Code.

PERFORMANCE OF DUTY An administrator who fails to meet his/her performance targets as provided in the relevant performance contracting and/or appraisal instruments may have their services terminated following the due process encapsulated under the Code.

DUTIES AND RESPONSIBILITIES FOR PRINCIPALS
ensure compliance with professional practice and integrity in the institution; supervise and evaluate the implementation of the institutional curriculum; assign teaching and other official duties to staff in the institution; undertake a teaching load as per the staffing norm;

provide leadership by creating a conducive learning environment that promotes inclusivity
updating the Commission and other stakeholders on the institution’s performance; offer technical and professional advice to the Board of Governors and other stakeholders within the institution;

oversee maintenance of teaching standards by ensuring professional records including schemes of work, lesson notes and records of work are prepared; ensure that learners are adequately prepared, registered and presented for national examinations in accordance with the regulations of the examining body;

ensure appropriate instructional materials are sourced, availed and utilized by the teachers and learners to support curriculum implementation; support development and implementation of education and training policies developed by Government from time to time; ensure prudent management and maintenance of the institutional resources;

be responsible for sound financial management and compliance with provisions of Public Procurement and Disposal Act (2015); serve as chief Accounting Officer of the institution; identify, initiate and oversee required infrastructure development for the institution;

mentor and coach staff in the institution to enhance work performance;
ensure safe custody of the institutional records; develop the institutional plans and ensure academic targets and objectives are met; take responsibility for the development of the institution’s budget and procurement plan;

Offer technical and professional advice to the Board of Management and other stakeholders within the institution; serve as secretary to the Board; ensure safety and security of learners and resources within the institution;

promote linkages between the institution and stakeholders for positive image, learners’ internship and other relevant support; create a conducive environment for teaching and learning; oversee staff appraisal including Teacher Performance Appraisal and Development (TPAD); and implement the Institution’s performance contract.

DUTIES AND RESPONSIBILITIES FOR HOD’s
The Head of Department is responsible to the Head of institution for: Teaching and administering teaching function: (i) Teach the subject of specialization Co-ordinate teaching and research activities within the department

Coordinate the publication of written materials and other professional endeavors undertaken by staff within the department. (v) Ensure that schemes of work, lesson plans and lesson notes are developed and used in the course of teaching. (vi) Advise the Head of Institution on the appropriate course materials and equipment required in the department.

Departmental Management and Co-ordination
Administer a teaching or research department in a technical institution. Co-ordinate consultancy and research activities undertaken within the department in liaison with other institutions, Government departments and industry. (iii) Provide leadership in curriculum design, development and review in a particular field.

(iv) Co-ordinate the development and. production

(c) Human Resource Management
Allocate duties to staff within the department as well as undertaking research, consultancy and teaching duties in the area of specialization. (ii) Co-ordinate students’ admissions, tuition and examinations within the Department. (iii) Undertake general duties relating to student welfare, discipline and academic development

(iv) Co-ordinate staff development activities within the department. Appraise staff within the department. Promote liaison between the institution and the students, employers, sponsors, parents and the local community in order to cultivate goodwill. d) Financial Management and Control
Co-ordinate the identification and procurement of appropriate materials and supplies, tools, equipment and other facilities in order to improve and uphold high teaching standards. (ii) Maintain proper inventories of equipment and supplies entrusted to the department.

Co-ordinate departmental requisitions, receipts and issues of institutions supplies. Any other relevant duty assigned by the Head of institution.

DUTIES AND RESPONSIBILITIES FOR GUIDANCE AND COUNSELLING CO-ORDINATORS
(i) Co-ordinate guidance and counseling committee comprising members for all Departments and in an institution. (ii) Draw up schedule detailing when trainees can visit counseling office room and which lecturer is available for any given time throughout the week.

Organize open forums, orientation, talks on issues and specific topics affecting trainees. (iv) Plan and develop guidance and counseling programs in relation to trainees needs. (v) Collect and disseminate useful Information to trainees and college community.

DUTIES AND RESPONSIBILITIES FOR INDUSTRIAL ATTACHMENT CO-ORDINATORS
(i) Handle linkage with the Industries. (ii) Organize industrial attachment in all trainees in liaison with HODs and Principal. (iii) Prepare and administer industrial attachment evaluation instruments at Institution and Industry.

DUTIES AND RESPONSIBILITIES FOR DEAN OF STUDENTS
(i) Overall in charge of the students welfare in the institution. Organise proper utilization of all students recreational facilities. Oversee the organization of students government, clubs, societies, games, conferences, seminars, competitions etc. (iv) Organise orientation programme.

Organize and supervise students elections with help of students council.
Approve students leaves of absence during non-tuition time. Prepare budget related to all co-curricular activities Keep records and correspondences on students issues and welfare. (x) Any other duties as per Job Group duties and responsibilities as may be assigned by the Principal.

DUTIES AND RESPONSIBILITIES FOR REGISTRAR
Co-ordinate forward planning and utilization of available facilities such as classrooms, workshops, laboratories etc. Deal will general matters regarding registration of trainees and admission. Inconjuction with the HOD’s facilitate preparation and distribution of institute prospectus.

Handle correspondence regarding foreign student’s registration and passes.
Acts as Secretary to the Academic Board. Any other duties as per Job Group duties and responsibilities and as may assigned by the Principal.

CONCLUSION It is mandatory for teachers to further their competencies, read, understand and comply with the provisions of the Code of Regulations for teachers and Code of Conduct and Ethics. This will facilitate efficient teacher management and overall performance of Duty in learning institutions. THANK YOU
