Common Operating Picture
Definition Common Operating Picture Joint Publication 3.0 Single identical display of relevant information that assist all echelons to achieve situational awareness. Key Takeaways INSCOM G-4 provides flexible and responsive worldwide integrated logistics and engineering support to our MSCs, Army Intelligence, Army Cyber, and the Intelligence Community. Our requirement is for the re-compete of our support contract, covering a 12 months base period and four-12 month option periods. We project requirements for 490 contractors, rapid procurement capability, and expeditionary support, plus the capacity to surge in support of future operations. I would like to introduce two key Leaders associated with this requirement: Our Contracting Officer is Mr. Jason McFarland. Ms. Iskra Martinez is the Contracting Officer Representative point of contact for this requirement. We will address your questions during our afternoon break out session. Thanks for the opportunity to brief you on who we are, what we do, and our upcoming requirement. I will be followed by John Neil, INSCOM’s Deputy Chief of Staff. Have a wonderful day!

Industry and Government Solutions
Need to: Visualize large volumes of data from disparate sources Make timely decisions Minimize manpower cost and time spent doing reports Solution: Industry developed web based COPs capable of providing tailored dashboards for situational awareness and displaying critical performance metrics in real or near real time Government ODNI 2018 Facilities and Logistics Enterprise Strategy: “Implement Facilities and Logistics common operating pictures to communicate and collaborate effectively” Department of State (DoS) uses the Integrated Logistics Management System (ILMS) on NIPR and SIPR to visualize their global enterprise and provide performance metrics to facilitate management decisions HQDA G-2, FORSCOM, ASCCs, ARNG, and USAR use the Intelligence Readiness COP (IRCOP) on SIPR to visualize readiness across Army Intelligence HQDA G-3 uses the Enterprise Management Decision Support (EMDS) system on SIPR to visualize Army wide manning, training, and equipping readiness LOGSA uses the Material COP (M-COP) to visualize Army material readiness and manage support activities including warehousing, transportation, and property accountability

COP Business Case Bottom Line: Improved Readiness and Lower Cost
Need to “See First, Understand First, Act First, and Finish Decisively” Disparate Data Sources Hard to See or Understand the Enterprise Takes Time to Make Informed Decisions Labor Cost for Information and Deliverables Global Intel Log Enterprise Visualization Enabling Timely and Effective Decisions Dynamic Near-Real-Time Deliverables Improved Readiness and Lower Cost

INSCOM G-4 COP Requirement
Includes integrated modules for procurement, warehousing, property accountability, transportation, life cycle support (including maintenance), readiness visualization, contract management, financial management, and access management Maximizes employment of and interoperable with government owned readiness reporting applications (EMDS, IRCOP) and logistics information systems (M-COP, GCSS-A, ILMS). CoTS as second option. Code development as the last resort On the INSCOM operational network Ingests data rather than requiring manual data replication Provides performance metrics enabling management decisions Includes CDRL documents and data repository (current and historical) Compliant with software acquisition and information assurance guidelines Enhancements via the COP Configuration Control Board INSCOM G-4 Requires a COP to Visualize the Global Intelligence Logistics and Facilities Enterprise, Transform Legacy Processes, Improve Readiness, and Lower Cost
