Budget and Planning 4 full-time employees and 2 part-time employees
The Office of Budget and Planning is responsible for: Coordinating the preparation of the annual operating budget for Texas A&M University Preparing the biennial Legislative Appropriation Request Preparing federal, state, and University system reports Developing and overseeing the University’s facilities capital plan Analyzing the financial impact of tuition and fee rates Monitoring current and future sources and uses of funds to ensure sufficient funding for strategic University priorities.

Logistics Services manages mail services, surplus property, and central receiving Procurement Services acquires quality goods and services at the best value for Texas A&M University E-commerce team provides support to AggieBuy purchasing and payment system HUB Program ensures Texas A&M is exercising its good faith effort to engage with historically underutilized businesses in the State of Texas Contract Administration reviews and administers contracts on behalf of Texas A&M University Insurance Services coordinates with departments where purchase of insurance is necessary to mitigate risk

Facilities and Operations
Departments/Units: The Office of the University Architect (3 FTEs) provides leadership, vision, and professional guidance in the planning, design, and construction of the campus built environment. Utilities and Energy Services (215 FTEs) produces, delivers, and manages utilities and energy serving 24 million gross square feet on the Texas A&M University campus. Other services provided include project review and management, solid waste and recycling management, domestic water production and delivery, and operation of two wastewater treatment facilities. The Facilities and Dining Administration (4 FTEs) is responsible for administering the maintenance, landscape, custodial, and dining contracts for the campus services outsourced to Compass Group in 2012. The Office of Facilities Coordination (11 FTEs) provides and analyzes facilities and land use information to support the decision and planning processes of Texas A&M University and its constituencies. The Office of Sustainability (3 FTEs) informs the campus and local community about the importance of sustainability by promoting sustainable practices both on- and off-campus in academic and non-academic settings.

The mission of the Office of Safety and Security is to provide for the safety and security of the entire campus by engaging the faculty, staff and students; coordinating with external partners; and providing excellent programs for the campus community. Transportation Services
Transportation Services provides fleet, parking, and transit services to the Texas A&M University community. (174 full-time employees and 275 student employees) Units: Alternative Transportation Auto Maintenance Fleet Leasing and Fuel Parking Access and Maintenance Parking Facilities Projects and Maintenance Parking Services and Traffic Special Events and Visitor Parking Transit (Bus Operations)

IT Services Mission The Division of Finance and Operations IT Services provides computing solutions and support services to the Division and their customers. Through the provision of these professional solutions, services, resources, and training, the University community is able to perform efficiently and effectively. Services performed by IT services directly impact students, parents, faculty, staff, the local community, and citizens of the State of Texas. Division Challenges: Our units are experiencing significant increases in volume, driven by increases in: Student enrollment (Transportation Services, Student Business Services, Facilities and Dining Administration), Facilities and physical campus footprint (Budget and Planning, University Police, Environmental Health and Safety, Facilities Coordination, University Architect, Utilities and Energy Services), Federal/state laws and regulations (University Risk and Compliance), and General university-related business activity (Financial/Management Operations, Contract Administration, Purchasing Services).

Results: Despite increases in volume noted above, efficiency metrics (average processing times for travel reimbursements, purchase requisitions, contracts; average police response times; transportation services cost per ride; processing costs per transaction) remain at favorable levels (although there were a few unfavorable movements noted in FY 2017). Division Performance Dashboard Our Division’s highest priority is to ensure that Texas A&M University maintains a safe campus environment, is in full compliance with laws and regulations, and meets all mandatory reporting requirements.
