Riverside County Office of Education (RCOE) offers countywide participants regularly scheduled opportunities to expand their knowledge of effective family engagement strategies, obtain free or low-cost parent resources, and share ideas with others actively working in the area of family engagement.

Chronic Absenteeism
“A student is considered “chronically absent” if they miss 18 days of school in a year—that’s only two days per month. Over a school year, that’s nearly an entire month worth of instruction missing from their educational experience. And,as a result, more than $176 million dollars never make it to our schools in Riverside County simply because students are NOT in class.”
Adopt a school by a local business, community association, or faith-based organization
“As we daily strive to live out our purpose of educating your students in your communities, we can use a hand from time to time. This collaboration can provide a little extra for students. And, I can tell you that rarely goes without appreciation and usually radiates quite a bit of excitement on school campuses.”
Teacher villages
“Teacher Villages will attract those high quality teachers to our region to serve all students. The concept will require partnerships with businesses, developers, cities, and school districts. These master-planned education neighborhoods will provide affordable housing and convenient access to a wide variety of services that would be attractive to teachers and their families.”

12. Laying the Foundation Establish a District FE Team
Enables a district to benefit from the collective perspectives they bring.
It is important to include those who reflect the diversity in the district, to ensure that the voices of all families are reflected in the design, implementation, and evaluation of FE activities.
Consider the following roles for your team:
District FE Coordinator
District, state and federal program staff
Site administrators
Teachers
Parent leaders, including members of advisory committees
Community partners
Support staff
Discuss Core Beliefs about FE
Members of the FE team can benefit from discussing their core beliefs about the capabilities of families and the role of educators. Consider four core beliefs that are important for educators to hold:
All families have dreams for their children.
All families have the capacity to support children’s learning.
Families and school staff should be equal partners.
Responsibility for building and sustaining partnerships rests primarily with school staff.
Agree on a Vision Statement for FE
A district team’s agreement on a vision statement for FE amounts to deciding on a destination. A vision statement expresses agreed-upon ideals. It can be shared with other stakeholders to build FE support across the district. To reach agreement on a vision statement, the district team could do the following:
Review the research on FE described in the Toolkit (Appendix A).
Review the current district vision statement for FE if there is one.
Engage in a facilitated discussion about the new vision statement.
Review District and School FE Policies
Written district and school FE policies “establish the agency’s expectations and objectives for meaningful parent and family involvement.” The policies also describe the way those expectations will be carried out. (Policies describe the planned course of action for the district and schools to engage families as partners.) These publicly available policies are required for districts and schools receiving Title I funds and they must address specific components of FE.
