families movement began to gather strength with the growth of the National Alliance for Mental Illness
congress funded all states for planning and developing system of care for children with serious emotional disturbance initiated by the Child and Adolescent Services Program

1993 – Substance Abuse Mental Health Services Administration (SAMHSA) started funding System of Care projects but focused on planning
2011- SAMHSA committed to System of Care Expansion and Sustainability grants which is the submission of a plan to develop children’s mental health system of care

7. Why Did Minnesota Apply?
Lack of continuity of services for children who move between multiple systems, including child welfare, juvenile justice, mental health and education
Where children enter the system often defines the services available and associated funding
Lack of early and systemic identification of children’s mental health issues and intensive treatment services to treat and support children and families
And further problematic by inadequate interagency collaboration at the state level

Bring together key system stakeholders to develop a better structure in promoting interagency collaboration and service delivery at a state level
Develop a policy framework and finance reform to reduce barriers
A state-wide system of early identification of mental health issues at any point of entry to the system .
