8 Lessons From Brighton & Hove Frustrations with ECO
Lack of accredited local installers High levels of paperwork Over 2017/2018 BHESCo identified 60 residential properties who were eligible for and interested in free energy efficiency upgrades as part of government’s ECO scheme Layers of complex bureaucracy Long timeframes

11 REBUS (Renovation for Energy efficient BUildingS)
How can we build sustainable models for delivering energy efficiency? REBUS (Renovation for Energy efficient BUildingS) An Interreg Europe funded programme

12 Partners Florentine Energy Agency, Italy (Lead Partner)
City of Malmö, Sweden Borsod-Abaúj-Zemplén County Development Agency (Former: NORDA Regional Development Agency of North-Hungary Nonprofit Corporation) Association of Municipalities Polish Network “Energie Cités” (PNEC) Southeast Regional Development Agency, Romania European Institute for Innovation, Germany (Communications/ Capacity Building partner) Durham County Council (UK) Region of Crete (Greece)

13 Process Organisations from each country are sharing their experiences and best practice to learn from one another to create Energy Renovation Pathways to enhance how they (a local authority or public agency) are strategically improving energy efficiency in public buildings. In the Durham County Council model we have included voluntary sector buildings and schools within our approach The project is midway through. A conference is being held in Florence next week to highlight practice from REBUS and other associated Interreg Europe funded energy projects.

14 Best Practice Examples
Durham County Council Big Switch Off Campaigns School Carbon Reduction Programme Region of Crete 50/ 50 Energy saving methodology City of Malmo Renovation of Old Technology Museum into an energy efficient multi user building Smart LED Lighting in Schools PNEC - Poland Comprehensive Thermal Retrofit of Public Buildings

15 Key Outcomes to Date Sharing of good practice and learning from one another Not all programmes are directly transferable but there are always useful tips/ experiences to take from them (eg Miskolc District Heating) The Durham Local Stakeholder Group has representation from a range of organisations (national, regional/ sub regional and very local), including Community Energy England, Voluntary Organisations Network North East, Durham University, Durham Community Action. It is a good way to share knowledge/ experiences and new ideas that feed into the wider partnership Case Studies and more information available from:
