3 Senate Bill 1: State Transit Assistance (STA) Program
SB1 will make available an additional $350 million in State Transit Assistance funding each year. State Transit Assistance – approximately $250 million per year Can be used for Capital and Operating expenses State of Good Repair (SGR) program – approximately $105 million per year Funding for maintaining existing facilities and transit services. STA: An existing program - SB 1 adds an additional $250 million annually from the increase in Diesel sales tax. Can be used for transit agency capital projects and operations. The revenues will come in and get paid out in the same way as the existing STA funding and will not be distinguished as special SB1 funds. SGR: A new program to be administered by Caltrans DRMT and SCO. $105 million per year to come from the increase in the Transportation Improvement Fee (increase in Vehicle License Fee) STA Eligible agencies are eligible to receive funding. (approximately 220 agencies that receive TDA funds) Projects can include transit capital projects or services to maintain or repair existing transit fleets and facilities, new vehicles or facilities that improve existing transit services, or transit services that complement local efforts to repair and improve local transportation infrastructure.

Gas tax revenues begin in November, the first payments will go out with the quarterly STA payments in February. Pre-approval of project list not required, however we are asking for information to allow transparent reporting of the use of funds SB 1 funds

A new program to provide approximately $105 million annually for “fix-it first” type transit projects. PUC includes specific requirements for this funding. STA eligible agencies may qualify for funding. Formula Apportionment Section (Population) Section (Farebox revenues) A new program to be administered by Caltrans DRMT and SCO. $105 million per year to come from the increase in the Transportation Improvement Fee (increase in Vehicle License Fee) STA Eligible agencies are eligible to receive funding. (approximately 200 agencies that receive TDA funds) Projects can include transit capital projects or services to maintain or repair existing transit fleets and facilities, new vehicles or facilities that improve existing transit services, or transit services that complement local efforts to repair and improve local transportation infrastructure. Funds are allocated by formula 50% based on population and 50% by farebox revenues. Draft guidelines are posted on our website. Caltrans welcomes public comment until December 6. We hope to finalize guidelines in December, receive agency project lists in January, and first payments begin in May 2018.

7 SGR Program Funding Approximately $105 million annually through an increase in the Transportation Improvement Fee (TIF) TIF begins January 2018 First SGR payments are estimated to be May 2018 with the quarterly STA payments Make it clear payments in May are from SCO to the RTPA’s. 8 SGR Eligible Recipients
Local Transportation Agencies Transportation Planning Agencies County Transportation Commission San Diego Metropolitan Transit Development Board Public Transit Services Operators, including: Rail Transit Service Operators Commuter Rail Service Operators Bus Transit Operators Waterborne Transit Operator Community Transit Service providers funds can only be allocated to RTPA/CTC’s/San Diego They must sub allocate How extensive is the role of the RTPA? We are following the guidance in place for TDA. All funds must flow through the RTPA. Funds can only be allocated to the RTPA and they are asked to sub allocate Since we have a short timeframe, For the initial project lists we are asking for one from each operator and RTPA, but in the future does it make sense for the RTPA to collect the lists of the operators in their region and consolidate and send to Caltrans as one list. SB 1 does not provide for loans or transfers among transit agencies; however, guidelines allow for sub-recipients, as specified.

11 SGR Program Process State Controller’s Office calculates and publishes apportionment amounts for potential recipients per PUC and PUC Potential agencies must submit a project list to Caltrans Caltrans submits a list of eligible recipients to SCO. The SCO allocates funds on a quarterly basis. All recipients must submit expenditure reports to Caltrans by December 31 each year. draft guidelines - striving to keep it as simple as possible and develop the most efficient way for agencies to receive funds while still meeting the requirements of the law. These guidelines establish the process for submitting the project lists and expenditure reporting. The SCO will calculate and publish the apportionment amounts for potential recipients per PUC and PUC The SCO has released the first list of SGR allocation estimates – October 20. posted on SCO website. Potential agencies must submit a project list to Caltrans and then Caltrans will submit a list of eligible recipients to SCO The SCO, upon receipt of project lists from the Department, applies the formula only to those on the list. ***Agencies that did not submit a list - will not receive funds from that quarter. **** Failure to submit a complete project list, will result in the loss of funds for the given quarter. SCO will allocate funds on a quarterly basis. - funds can only be allocated to RTPA/CTC’s/San Diego SCO will apply the formulas per PUC and and release quarterly payments.

12 SGR Forms Forms on our website - AA submit one time unless there is a change in staffing. Certs should be submitted one time.

13 Forms – Project List For this first cycle we are asking both regional and operators to submit lists. Future may only ask for Regions to compile lists from all operators in their area. Due to Caltrans January 31, 2018 Requires board approval or evidence the projects are listed in a publicly approved document.

This is the tab where we enter the SGR projects. B. Sub-recipients – if the region is filling this out, they would list all operators or community service providers here Or if an agency wants to disburse funds to another agency they would list that here. Title – if a project is on more than one list, titles must match to ease reconciliation Description written in a non technical way easy for public to understand. Asset type: commuter rail, ferry, rolling stock, maintenance equipment etc Project Category: maintenance, repair, replacement etc. Project start date and completion date

15 Forms – SGR Project List
Location – list the city Projected useful life – based on standard benchmarks, federal standards Current condition of asset – poor, marginal, good, etc Costs – we would like to know the current year estimated SGR costs, and then total SGR costs. If the project will be accruing funds, this total will cover all years planned including the funds. The total of column L or M should be at least the amount on the SCO’s allocation estimate letter for The total SGR costs column could cover multiple years. Fund banking Enter estimated non SGR STA Funding, and then total of all other fund sources.

16 Forms – STA Project List
In order to paint an accurate picture of where SB 1 funds are applied, we will ask for reporting on both STA programs. Similar to TDA claim Asking for estimated uses for funds received because of SB1 – the increase not the STA base. This may require calculation since the SCO will not distinguish the difference, Column J If the STA is listed on an SGR project on the previous tab do not list it here.

17 SGR Reporting Requirements
Expenditure report template currently under development Agencies must report on SGR funding in their annual TDA audit Agencies will be asked to report on SGR and STA expenditures – transparency & Accountability In order to paint an accurate picture of where SB 1 funds are applied, we will ask for reporting on both STA programs. Reporting will not be cumbersome May include questions related to project outcomes and benefits to demonstrate the programs successes. 18 Program Timelines Formal draft guideline workshops will be held the week of November 27. Guidelines will be finalized December 2017. Project Lists are due to Caltrans January 31st 2018. The first quarterly allocation anticipated in May 2018.
