3 Learning Outcomes Hierarchy
Terms of Reference The nine 21st Century Soldier Competencies outlined in Appendix C of TRADOC Pamphlet are general areas of competence or attributes required by Soldiers and leaders to prevail in complex, uncertain environments. Together, they provide a foundation for operational adaptability. General Learning Outcomes for 21st Century Soldiers Competencies are general statements of the essential knowledge, skills, and attributes resulting from training, education and experience at each Level of Learning along a Career Continuum of Learning. Course Outcomes are statements that specify what students will know, be able to do or be able to demonstrate when they have completed a course. Outcomes are usually expressed as knowledge, skills, or attributes. Learning Objectives (ELOs & TLOs) are precise statements of the learner’s expected performance. 7 General Learning Outcomes (GLOs)
Statements of essential knowledge, skills, and attributes resulting from training, education and experience at each level along a leader’s continuum of learning. Provided to assist schools, unit leaders, and individuals to focus learning activities on developing leaders with the 21st Century Soldier Competencies. Vary by cohort and echelon and are progressive throughout an individual’s career. Cohorts include IMT, NCOs, warrant officers, officers, and DA civilians. Training developers, course managers, and leaders must ensure course outcomes achieve the GLOs that apply to a specific course; not all the GLOs will be applicable to every course outcome. Training developers must ensure that any GLOs included in a course are properly assessed and aligned with the course outcomes and TLOs. Educational Outcomes 36B Advanced Individual Training Purpose/Scope 36B AIT produces an FM Technician that is disciplined, competent and confident in their ability to provide timely, accurate, and relevant financial management support for commanders at all echelons with a specific emphasis on four of the five FM core competencies: Fund the Force; Banking and Disbursing Support; Pay Support; and Accounting Support and Cost Management Educational Outcomes Soldiers Valued members of the team who exhibit character, accountability, resilience, adaptability, initiative, and sound judgment while honorably serving in a Division/ASCC G-8 or SRC 14 delivering FM support. Doctrinally Sound Competently delivers timely, accurate, and relevant FM support. Technically Capable Demonstrate the capabilities and perform the basic functions of FM enabling systems. Understands the FM’s role in accomplishing the Division/ASCC G-8 or SRC 14 mission in support of Unified Land operations. Educational Outcomes 36B Advanced Leaders Course Purpose/Scope ALC produces NCOs who are mid-grade FM Leaders, both doctrinally sound and technically capable of delivering FM support as the Financial Management Sergeant within a BCT/SUS BDE S-8, TSC/DIV/CORPS/ASCC G-8, or SRC 14 organization who are also effective communicators and critical and creative thinkers. Educational Outcomes Leadership Mid-grade Leaders who exhibit character, accountability, resilience, adaptability, initiative, and sound judgment while capably serving in a BCT/SUS BDE S-8, TSC/DIV/CORPS/ASCC G-8, or SRC 14 organization delivering FM support. Doctrinally Sound Competently delivers timely and accurate FM support. Able to coach, counsel, and advise other FM personnel. Competent advisor to unit leadership and supported Soldiers in the craft of FM. Technically Capable Proficient in the employment and operation of FM enabling systems. 20 Financial Management Technician SLC 36B Senior Leaders Course
Educational Outcomes 36B Senior Leaders Course Purpose/Scope SLC produces NCOs who are senior FM Leaders, both doctrinally sound and technically proficient in planning and executing FM support as the Senior Financial Management Sergeant within a DIV/CORPS/ASCC G-8, or SRC 14 organization who are also effective communicators and critical and creative thinking FM planners. Educational Outcomes Leadership Senior FM Leaders who demonstrate character, accountability, resilience, adaptability, initiative, and sound judgment while expertly serving in a DIV/CORPS/ASCC G-8, or SRC 14 organization planning and executing FM support. Doctrinally Sound Effectively and efficiently plans, executes, and manages FM support to doctrinal standard in the Operational Environment. Capable coach, counselor, mentor, and advisor for junior FM personnel. Trusted advisor to senior Army leaders and supported Soldiers in the craft of FM. Technically Capable Proficient in the capabilities and functionality of FM enabling systems and their interface with National Provider systems (ie., GFEBS, OTCnet, Treasury). Understands the role of FM organizations and programs in support of Unified Land Operations. Familiar with operational and strategic sustainment operations. Critical and Creative Thinkers Skilled in analysis of FM planning considerations and the execution of FM support in a theater and/or Joint environment.
