QPL/QML Program Capacitors Microcircuits
Large program covering a wide variety of technologies Program covers many types of components including: Capacitors Microcircuits Resistors Hybrid Connectors Custom Tubes Discrete Solid State Switches/Relays Transistors Wire and Cable Diodes Hoses and Assemblies These components are used in applications from ground vehicles to space systems. Different product families are governed by different quality requirements.

QUALIFICATION PROCESS
DLA audit of manufacturer’s plant and testing facilities. Closure of all audit findings leads to “DLA Certification”. Perform qualification testing in accordance with the subject military specification(s). Successful testing leads to QPL/QML listing. Develop a relationship with manufacturer to ensure continued performance, quality, and reliability. Submit re-qualification testing in accordance with military specification. Periodic re-audits to assure capability and quality are maintained.

AUDIT/VALIDATION Certify manufacturing location(s) and approve their processes and testing. Audit team composition is dependent on variables such as; technology, requirements, number of lines, plants, etc. Typically two engineers for 1-5 days. Audit areas: production line(manufacturing), testing, stock, incoming materials, support areas (training, documents, internal audits, failure analysis, etc.) Verify production and testing practices are in accordance with specification and standards requirements Approve corrective actions resulting from audit deficiencies

QUALIFICATION TESTING
Product must be built on the “Certified” production line using approved product baselines and manufacturer’s processes Product subjected to all required qualification tests using approved set-up and procedures. All Qualification test data is submitted to DLA-VQ for approval. Manufacturer and Parts must be approved before QPL/QML procurement occurs.

QSLD/QTSL Programs Support DLA Land and Maritime acquisition for military and commercial parts for products in FSC’s 5961 (Semiconductor Devices)/5962 (Advanced Microcircuits) Qualified Suppliers List of Distributors (QSLD) Implemented March 2009. Full chain of custody available (Valid traceability documentation available) On-site validation required initially and periodically Qualified Testing Suppliers List (QTSL) Implemented February 2013. Full chain of custody not available (no traceability) Required counterfeit mitigation testing/inspection to validate authenticity

QSLM Program Small Arms Sourcing Initiative established January, 2013 to investigate persistent problems with products in small arms stock classes, currently 76 approved (includes FSC’s: 1005, 1010, 1015, 1025, 1055, 1095) Project has two major areas of focus: Nadcap certification requirement for phosphate coating Nadcap (the National Aerospace and Defense Contractors Accreditation Program) is a global cooperative accreditation program for aerospace engineering, defense and related industries. Industry standard for chemical processing Qualified Supplier List for Manufactures (QSLM) for gun parts Contains competitive (AMC/AMSC 1/G) gun part NSN’s
