2 Test Administration Manual
Instructions for administering the Biology 1, Civics, and U.S. History End-of-Course (EOC) Assessments are included in the Fall/Winter 2018 NGSSS EOC Manual. Note: Scripts are NOT found in this manual. CBT test scripts will be provided separately. If you are administering a paper-based test or an accommodated computer-based test (CBT) form, refer to the appropriate script available at.

4 What’s New CBT TestNav is the platform that Florida uses for computer-based NGSSS EOC assessments. If your school is using the TestNav desktop or mobile app, an updated TestNav app is required for the 2018–2019 school year. The app is available at (Weekly Briefing #23230) Beginning with Fall 2018, Firefox will no longer be supported for browser-based TestNav. For more information on supported browsers, see System+Requirements. A timeout warning message has been added to TestNav. This new feature will alert students 30 seconds before the system logs them out due to 90 minutes of inactivity.

5 What’s New PBT CBT The last administration of the FCAT 2.0 Reading Retake assessment took place in Spring 2018. Students who have not yet passed this assessment for graduation purposes may participate in the FSA ELA Retake and are eligible to use the alternate passing score of 349 to satisfy this requirement.

6 What’s New Assessment Services Application
PBT CBT Assessment Services Application This new application (formerly PBT app) allows principals to designate the school assessment coordinator and it is also used by the school assessment coordinator to securely order paper-based accommodations under “PBT Accommodations” link for eligible students who have an IEP or 504 plan. The link to the “Assessment Services” application is found on the Apps/Services/Sites tab of the employee portal. Access to this application (WPBS-PBA SCHOOLS) should be assigned to the designated school assessment coordinator via QUAD-A. The application also provides a cumulative listing of all supplemental orders placed. 

7 Glossary of Terms PBT CBT Avocet is an online resource guide, available for locating information on topics related to the NGSSS EOC assessments and the statewide science assessment. Support materials (e.g., scripts, forms, checklists) are available for district and school personnel on Avocet at –2019 Florida PearsonAccess Next User Guide is a Florida-specific user guide that provides step-by-step instructions for commonly performed district and school tasks in PearsonAccess Next. The user guide is available at > Florida PearsonAccess Next User Guide.

8 Glossary of Terms PBT CBT PearsonAccess Next ( is a website used for test preparation, setup, administration, and reporting tasks for all EOC testing. Managing secure information in PearsonAccess Next requires username and password setup. PearsonAccess Next Training Center provides an opportunity to practice PearsonAccess Next tasks and is the means of managing the Infrastructure Trial in preparation for testing. The Training Center requires username and password setup. It can be accessed at fl.pearsonaccessnext.com/customer/index. action.

9 Glossary of Terms CBT Proctor Caching is the process of loading test content locally on a computer for all EOC computer-based testing at the school level. Proctor Caching is used to reduce test delays due to network congestion and provides students with a more seamless testing experience. It does not require a separate caching server and can run on any workstation on the network that meets the specified requirements. Proctor Caching software is provided by Pearson. Proctor Caching is required for all EOC computer-based testing in Florida.

Any student who has not completed the test by the end of the allotted time may continue working; however, testing must be completed within one school day. After the first 80 minutes, students may be dismissed from the testing room as they complete testing; however, no special incentives should be given to students to encourage them to finish early. Any deviation from this schedule requires written approval from FDOE prior to implementation.

13 Students to Be Tested PBT CBT Students eligible to participate in NGSSS EOC administrations: Students who must earn a passing score on an assessment for a standard diploma with a scholar designation (Biology and US History) Students who have not yet taken an assessment to be averaged as 30% of their course grades (see next slide) Students who are in grade forgiveness programs and wish to retake an assessment to improve their course grades Students in a credit acceleration program (CAP) who wish to take an assessment to earn course credit

16 Students to be Tested English Language Learners (ELLs)
PBT CBT English Language Learners (ELLs) All ELLs participate in statewide assessments. Important Note: All ELLs who complete the applicable courses are expected to participate in the EOC assessments no matter how long these students have been enrolled in a U.S. school. Students who are identified as ELLs (Levels 1-4) must be provided with the allowable accommodations (see Appendix A of the manual).

17 Students to be Tested Students with Disabilities
PBT CBT Students with Disabilities Students with disabilities participate in the statewide assessment program by taking one of the following: EOC assessment without accommodations, EOC assessment with accommodations, or Statewide alternate assessment. All determinations regarding participation in the statewide assessment program must be documented in the student’s IEP or Section 504 plan. See Appendix A of the manual for information regarding accommodations for eligible students.

19 Test Security PBT CBT Per the Test Security Statute, s , F.S., and Florida State Board Rule 6A , FAC, inappropriate actions by school or district personnel can result in student or classroom invalidations, loss of teaching certification, and/or involvement of law enforcement. Examples of prohibited activities include the following: Reading or viewing the passages or test items before, during, or after testing Revealing the passages or test items Copying the passages or test items Explaining or reading passages or test items for students Changing or otherwise interfering with student responses to test items Copying or reading student responses Causing achievement of schools to be inaccurately measured or reported

21 Test Security Caveon Data Forensics
PBT CBT Caveon Data Forensics The FDOE uses Caveon Test Security to provide its Caveon Data Forensics™ for all statewide assessments. Caveon analyzes data to identify highly unusual test results for two primary groups: Students with extremely similar test responses; and Schools with improbable levels of similarity, gains and/or erasures. Flagging only the most extreme results.

22 Test Security Test Irregularities/Security Breaches
PBT CBT Test Irregularities/Security Breaches Test administrators should report any test irregularities (e.g., disruptive students, loss of Internet connectivity) and possible breaches of test security to the school assessment coordinator immediately. If a test irregularity or security breach is identified, the school assessment coordinator MUST contact SAET at Decisions regarding “group” test invalidation should not be made prior to communicating with SAET at If further guidance is needed or to report an irregularity requiring action by FDOE (e.g., reporting teacher misconduct to the Office of Professional Practices), SAET will contact the Bureau of K–12 Student Assessment directly for assistance.

23 Test Security Missing Materials
PBT CBT Missing Materials Verify that all secure materials on the packing list are received and report any mispackaged or missing materials to SAET immediately at The Test Materials Chain of Custody Form must be maintained at all times. Individuals responsible for handling secure materials are accountable for the materials assigned to them. Test administrators should report any missing materials to the school assessment coordinator immediately. Schools must investigate any report of missing materials. If, after a thorough investigation, a secure document is not found, the school assessment coordinator must contact SAET at If there is reason to believe that a secure document or test content has been stolen, recorded, copied, or photographed, the school assessment coordinator must contact SAET immediately at

24 Test Security Ensure that test administrators, proctors, and any other personnel involved in test administration sign a 2018–2019 Test Administration and Security Agreement after training is complete. Also ensure that test administrators read and sign a 2018–2019 Test Administrator Prohibited Activities Agreement.

25 Test Security Security Log
An accurate Security Log must be maintained for each testing room. Anyone who enters a testing room for the purpose of monitoring the test is required to sign the log. This applies to test administrators, proctors, and anyone who relieves a test administrator, even for a short break, regardless of how much time he or she spends monitoring a testing room.

26 Test Security Proctors
PBT CBT Proctors To ensure test security and avoid situations that could result in test invalidation, FDOE strongly discourages testing students in large groups (e.g., in the cafeteria or the auditorium). If students are tested in a large group, the appropriate number of proctors must be assigned to the room to assist the test administrator. Refer to this table for the required number of proctors.

This checklist is also available at > School Assessment Coordinator Checklist Receive Test Materials Work folders and CBT scripts arrived with your test administration manuals in the fall. If you receive paper-based test materials (regular print, large print, braille, one-item-per-page) for eligible students at your school, verify that you have all necessary materials, and report any missing materials to SAET immediately.

CBT CBT Work Folders Used for the Biology 1 EOC CBT assessment The work folder is a piece of yellow 11” x 17” paper folded in half. The last page (back cover) of the folder is printed with graph paper. One work folder should be sufficient for each student; however, students may request additional folders. Collect all work folders when students finish testing. Used work folders are secure materials. CBT Worksheets Optional Civics and U.S. History EOC The worksheet is an 8½” x 11” page (located in Avocet) may be copied and distributed to students at the beginning of each test. Collect all worksheets when students finish testing. Used worksheets are secure materials.

PBT CBT Four-Function Calculators For the CBT Biology 1 EOC assessment, students may use the built-in calculator in TestNav, a handheld calculator, or both. You should have enough handheld four-function calculators to provide one to every student taking the Biology 1 EOC assessment. No other calculators may be used. Periodic Table Available in TestNav for the Biology 1 CBT. Optional to print paper copies of the periodic table for all students taking the CBT Biology 1 EOC. Paper copies of the Periodic Table are provided for students testing with PBT accommodations. Collect all periodic tables when students finish testing. Used periodic tables are secure materials.

CBT Student Authorization Tickets Student needs the username and password, printed on the Student Authorization Tickets to log into TestNav. Retain tickets at the school for one calendar school year.

PBT Print PreID Labels You may print PreID labels for students who will test using paper-based accommodations. You may order blank labels, if needed. Refer to the 2018–2019 Florida PearsonAccess Next User Guide for instructions on how to print PreID labels. PreID labels must be printed using the highest quality printer settings available to ensure readability for scanning purposes.

PBT CBT Assign Test Group Codes Test group codes are used as a security measure to identify groups of students tested together. Each test administrator must be given one unique four-digit test group code to use in his or her testing room for each test administered. Each testing room must use a different test group code. If any students are absent during an assessment, a different unique test group code must be provided for each make-up session.

CBT Meet with Technology Coordinator Technology coordinators should understand their responsibilities before, during, and after each computer-based test administration: Review the instructions and information including: Technology requirements online at PearsonAccess Next Security policies and procedures in the test administration manual Must read and sign the Test Administration and Security Agreement Involve technology coordinators in all planning meetings to provide input on logistics and resolve any network issues. Create a plan for handling issues during testing.

PBT CBT Prepare Test Settings, Computers, and Devices Testing rooms must have comfortable seating, good lighting, an appropriate temperature and must be properly ventilated and free of distractions. Students must have sufficient workspace provided to use work folders, CBT worksheets, calculators, or periodic tables. Students must not be able to easily view other students’ computer screens, devices, or test materials. Check the configuration of the testing rooms to make sure you will be able to provide a secure environment during testing. If necessary, use visual blocks (e.g., file folders taped to the sides of computer screens). Also, check for and remove all unauthorized visual aids posted in classrooms or affixed to student desks.

PBT CBT Preparation and Training Test Administrators Test administrators must be familiar with all appropriate sections of this manual; the separate, printed test administration scripts; and accommodated scripts and instructions located at > Scripts, if applicable. Test administrators should refer to the Test Administrator Checklist, provided in Appendix D of the manual and at > Test Administrator Checklist, before, during, and after testing. Test administrators who will administer a test to students using large print, braille, or one-item-per-page accommodations must be trained in the use of those test materials.

PBT CBT Preparation and Training (cont.) Electronic Devices and Breaks Determine your school’s policy for the storage of electronic devices during testing. Direct test administrators on what to do if students have electronic devices in their possession before testing begins. Ensure that test administrators are aware of the policy that students are not allowed to access electronic devices at any time during a test session, including breaks. If a student is found with an electronic device, please contact SAET immediately at Ensure test administrators are aware of how to secure a student’s computer or device during a break.

CBT Preparation and Training (cont.) CBT Policies and Procedures If your school will create Test Administrator accounts in PearsonAccess Next, train test administrators on how to monitor sessions and resume students in PearsonAccess Next. If you will be responsible for resuming students, instruct test administrators on how to contact you during testing to request that students be resumed. Test administrators may be able to assist students with errors when logging in but should not try to resolve issues during testing. Determine and communicate how test administrators can request assistance during testing, if necessary. Train test administrators on how to administer practice tests at your school.

CBT Preparation and Training (cont.) CBT Policies and Procedures In the test administration scripts, test administrators are instructed to contact you in the circumstances listed below. Provide instructions for how to handle these circumstances: A student has not participated in a practice test session. A student has trouble logging in the first time or is logged out of his or her test more than once. A test administrator does not have a Student Authorization Ticket for a student. First Name, Last Name, or FLEID is not correct on the Student Authorization Ticket. A student is in the wrong test or the wrong form (e.g., accommodations not assigned).

CBT Preparation and Training (cont.) CBT Policies and Procedures (cont.) Which Option (A, B or C) test administrators read to students at the end of the script. A student refuses to acknowledge the testing rules. A test administrator is concerned that a student is unable (e.g., too ill) to finish the test. A student exits the test to finish later and needs to be resumed. A disruption occurs (e.g., a technical disruption, power outage, disruptive behavior). A student has not completed the test at the end of the allotted time and will need additional time to continue working.

CBT Arrange Practice Test Sessions Schedule and arrange practice tests as described in the manual. Before a student can participate in this computer-based administration, the student must complete the appropriate practice test(s) to learn how to use the computer-based system. Students who previously participated in a TestNav 8 practice test for the subject test they are scheduled to take are not required to participate in a practice test session for this administration, Students are encouraged to interact with the practice test to familiarize themselves with any interface or functionality updates that may occur between administrations. Students who require CBT accommodations (e.g., text-to-speech, masking) must also complete the appropriate accommodated practice test(s). Practice tests (both accommodated and non-accommodated) are also available on the TestNav desktop app. Launch the app and then select Practice Tests in the bottom right.

CBT Manage Student Information in PearsonAccess Next Student information may be added to PearsonAccess Next in two ways: SAET added student information to PearsonAccess Next via the PreID file upload during the designated PreID window. School users may add students individually using the Create/Edit Students task, located under Setup > Students in PearsonAccess Next. You must verify the accuracy of Student Names and FLEIDs prior to testing. Student information is viewed and verified using an Advanced Session Roster (see next slide).

CBT Advanced Session Roster To view the Advanced Session Roster, log in to PearsonAccess Next at go to Reports and select Operational Reports, then select Online Testing from the Report Categories and click Advanced Session Roster. May be used to record or verify most of the required administration information for CBT. Includes blank fields for recording accommodations and attendance information. Other required information (e.g., test group code) may be recorded anywhere on the roster. Copy and file all required administration information for future reference. Return the originals in the DAC-AR (Administrative Records) boxes.

CBT PreID Upload and Test Sessions Students have been placed into a session in PearsonAccess Next. Test sessions created through the PreID file upload have the following names to identify the tested subject: Biology 1—sessions will have the prefix: BIO-NGBIOLOGY1 Civics—sessions will have the prefix: CIV-NGCIVICS U.S. History—sessions will have the prefix: HIS-USHISTORY Use these created sessions or divide students into smaller sessions to verify student information, or to use for testing. Please note: students with PBT accommodations will not be placed in the test sessions.

CBT Assigning Accommodations Ensure that students are assigned the correct CBT accommodations prior to testing. Accommodations can be assigned through the PreID file upload or when manually adding a student in PearsonAccess Next through the Manage Student Tests task. You can also assign accommodations for existing students through the Manage Student Tests or Edit Student Tests tasks. Remember that failure to provide an accommodation indicated on a student’s IEP or Section 504 Plan may be grounds for invalidation. Also - If a student uses an accommodation that is not indicated on his or her IEP or Section 504 Plan, that student’s test must be invalidated.

PBT CBT Supervise Test Administration and Maintain Test Security Provide test administrators with additional materials during testing as necessary. Monitor each testing room to ensure that test administration and test security policies and procedures are followed. You and the technology coordinator must be available during testing to answer questions from test administrators and to assist with technical problems. If a technical issue interrupts testing and cannot be resolved quickly, contact Pearson Customer Support at and notify SAET immediately at

CBT During a Test Session The table below describes the main test session management tasks performed during testing. Never submit a student’s answers or mark a student’s test complete because of a technical issue without first receiving directions from FDOE or Pearson. Mark a student’s test complete only if the test has been completed and should be submitted for scoring or the student has exited the test and will not complete the test.

PBT CBT Receive Materials from Test Administrators Follow these steps as your receive materials from test administrators: Verify all secure materials have been returned and notify SAET immediately if any secure materials are missing and complete the necessary investigation. Make copies of the completed documents and file the copies. Ensure that test and answer books have a completed student grid sheet or a PreID label. To print PreID labels, follow the instructions in the 2018– Florida PearsonAccess Next User Guide. If a test has been invalidated for any of the reasons listed on pages 22–23 of the manual, verify that the DNS bubble has been gridded and that the document is placed with TO BE SCORED materials. Verify that the DNS bubble has not been gridded incorrectly and verify that the DNS bubble has been gridded on any defective materials. Ensure that the PreID labels applied to special program students’ test and answer books (if applicable) indicate the correct district/school number. Prepare materials for return as described in the manual.

CBT Conduct these activities in PearsonAccess Next by 4:00 p.m. on the last day of the testing window: Mark Test Complete If a student exits and will not resume testing or if a student accidentally exited a test instead of submitting, you must manually mark that student’s test complete. Stop Test Sessions All students must be in Completed or Marked Complete status and any Ready students must be removed to MANUALLY STOP a test session. Invalidate Student Tests Students must be in completed or marked complete status to invalidate a test.

57 Test Invalidation PBT CBT The main purpose of invalidation is to identify when the validity of test results has been compromised. Review policies regarding test invalidation and a list of situations where invalidation may be considered on pages in the manual. Test administrators should discuss the situation with the school assessment coordinator, and the situation should be investigated immediately. SAET can advise schools of the appropriate course of action if invalidation is being considered. On paper based tests, the DNS and UNDO bubbles are located in the SCHOOL USE ONLY box near the bottom of the student grid sheet.
