About the EFMP The Exceptional Family Member Program: Identifies and enrolls members Makes sure special needs are considered during assignments Helps families find and access services The Department of Defense Office of Special Needs is enhancing EFMP support by: Working to create a more consistent, “user-centric” experience across locations Creating new tools and resources to help families minimize challenges EFMP ROC is part of this effort. About EFMP Many service members and military families rely on the Exceptional Family Member Program, or EFMP. Approximately 8 percent of service members and family members across the Department of Defense are enrolled. That’s about 130,000 family members across our military community. The Exceptional Family Member Program helps military families with special medical and / or educational needs in three ways: Identifying and enrolling members Making sure special needs are considered during assignments Helping families find and access services The Department of Defense Office of Special Needs is improving EFMP support in a number of ways: Making the experience of getting help more user-centric Providing a more consistent EFMP experience across locations, regardless of branch or installation Creating new tools and resources to help minimize challenges Offering 24/7 support to service members and families around the world EFMP ROC is part of this effort.

3 Introduction to EFMP ROC
Along with installation services, families with special needs have a 24/7 source for enhanced support: ROC: Resources, Options and Consultations Enhanced EFMP assistance through Military OneSource Consultations with subject matter experts Easy access — by phone or through Introducing EFMP ROC from Military OneSource — enhanced support for families with special needs. Along with current services at installations, families with special needs have ready one-source access for support: Centralized services through EFMP ROC help military families with special needs by putting information and expertise at their fingertips – no matter where they’re stationed or which branch they belong to. ROC stands for Resources, Options and Consultations One call or live chat connects families with special needs with an amazing team for help finding services and navigating the resources, support and care available through military, state, federal and community programs. This enhanced EFMP assistance is through Military OneSource Military OneSource has call center support for families with special needs. Because EFMP ROC will be powered by Military OneSource, families with special needs can get enhanced, one-source access to help. Consultations with subject matter experts Consultants have expanded expertise in education, the military health care system, TRICARE coverage, state and federal programs and special needs trusts/estate planning. Easy access — by phone or through You can schedule a consultation anytime, via live chat or by phone, so you’re never far from the support you need. Consultations themselves can be conducted via phone or video.

4 Connecting Families to Answers
EFMP ROC offers enhanced support to service providers and the families they work with, including: Information and referrals – in the military and in the community Help navigating medical and educational programs and resources Assistance applying for benefits and entitlements A liaison to help with continuity of care through transitions “Warm” handoffs between service providers when families travel to new locations Connecting Families to Answers EFMP ROC offers enhanced support to service providers and the families they work with, including: Information and referrals – in the military and in the community EFMP ROC can connect families to resources across branches and in their local communities — such as schools, medical experts, special programs and more Help navigating medical and educational programs and resources Learn about available military, federal, state, and community programs; get help determining eligibility Assistance applying for benefits and entitlements Understand the rights of those with special needs, get assistance applying for and securing services A liaison to help with continuity of care through transitions Liaisons can help you transfer an Individualized Education Program, or IEP, find child care at a new installation or continue medical care “Warm” handoffs between service providers when families travel to new locations Service providers will work with each other between locations to make sure delivery of care is seamless.

You may already know that special needs consultants can help with services for adults and children with special needs such as: Providing information about local medical care and services Helping you explore education options Connecting you to child care, support groups, in-home care, and deployment support options Beyond that, consultants have subject matter expertise in: Education The military health care system and TRICARE coverage State and federal programs Special needs trusts/estate planning All this personalized, one-on-one assistance – from masters level consultants – is only a phone call away.

8 Who Can Access EFMP Services?
Service members and military families with special medical or educational needs such as: A spouse, child or other family member who: Requires medical care for a chronic condition Receives ongoing services from a medical specialist Has significant behavioral health concerns A child, up to age 21, who is eligible for or receives: Early intervention services through a family service plan Special education services through an Education Program Enrollment Who Can Access EFMP Services? Families must be enrolled in EFMP to access services. Service members and military families with special medical or educational needs should enroll. Examples include: A spouse, child or other family member who: Requires medical care for a chronic condition like asthma or diabetes Receives ongoing services from a medical specialist Has significant behavioral health concerns A child, up to age 21, who is eligible for or receives: Early intervention services through a family service plan Special education services through an Education Program Enrollment From bi-polar disorder to a cancer diagnosis, EFMP support spans all chronic medical, psychological, and educational concerns.
