NSRP Mission

Manage and focus national shipbuilding and ship repair research & development funding on technologies and processes that will: Reduce the total ownership cost of ships for the U.S. Navy, other national security customers and the commercial sector Develop and leverage best commercial and naval practices to improve the efficiency of the U.S. shipbuilding and ship repair industry Provide a collaborative framework to improve shipbuilding-related technical and business processes NSRP mission is centered around reducing the total ownership cost of ships and the key to the program is the collaborative framework.

NSRP Collaboration NSRP collaboration is made up of 11 shipyards working together to reduce the cost of building, operating and repairing ships.

Your company’s or your competitors’ product & services (pricing, sales, marketing, etc.) Your company’s or your competitors’ selection of their supplier companies Your company’s or your competitors’ trade secrets Since NSRP is a collaboration of competing shipyards, it is important to cover the Anti-Trust rules. 30-day contracting Strategic Investment Plan R&D Project Solicitations Ad Hoc Initiatives NSRP R&D Project Portfolio Technology Investment Plan Executive Control Board Shipbuilding Industry Navy Stakeholders Feedback: Metrics/Benchmarking Implementation Technology Transfer Panel Meetings Conferences Project Execution Staff Review Panel Down-Select Technical Review Blue Ribbon Panel Fast Track Projects Panel Projects RA Projects Competitive Selection Industry & Navy stakeholders provide recommendations on priority issues related to NSRP’s mission and objectives; those recommendations provide the basis for the Strategic Investment Plan and Technology Investment Plan which outlines how the program operates and identifies high priority issues and current industry challenges of particular interest to the program. ECB serves as the governing body and approves and awards projects. The Strategic Investment plan directs the project selection process and defines relevant ad hoc initiatives. These projects and special initiatives form the program portfolio and are carried out within the industry through the execution of projects, panel meetings, and conferences. Feed back is then relayed back to Industry and Navy stakeholders who incorporate recommendations for the next cycle.

Chairs are responsible for acting as PTRs for Panel Projects, oversee panel meetings, as well as assisting with the execution of panel project solicitations.

Research Announcements SCOPE $ 2 More comprehensive Funding with Gov’t and Industry Cost Share Duration up to 2 years Multiple phases Can run into $Ms 2 types of project solicitations Try to issue on an annual basis, occasionally additional solicitations are added. Research Announcement Projects are more comprehensive with multiple phases. Last approximately 2 years and funding can be in the millions. Panel Projects are smaller, targeted projects submitted through the panels. Last approximately 1 year and funding is up to $150K. Panel Project Solicitations SCOPE $ 1 Smaller, targeted Up to $150K Duration up to 1 year Submitted through Panels

Research Announcement Proposal Process
Proposers submit Summary Proposals to the Executive Director and staff for screening. They provide copies to Navy stakeholders for review Technical Evaluation Review Panel reviews and submits a rank-ordered list to the Blue Ribbon Panel. Blue Ribbon Panel hears oral presentations by proposers and submit the recommended portfolio and standby recommendations to the ECB. ECB approves and awards the portfolio as a whole – with any changes or conditions approved during the selection discussions.

ShipTech 2018 Sponsored by Office of Naval Research – Navy Manufacturing Technology (ManTech) Program Co-supported by NSRP and the Navy Metalworking Center ~20 NSRP Project teams participated in the presentations and poster displays Two-day event targets the domestic shipbuilding industry, its supplier base, U.S. Navy Program Offices, and Navy-sponsored shipbuilding research programs.

Sponsored by Navy League of the United States Executive Director, Program Office, and NSRP staff will represent the program in the exhibits. The NSRP Booth received great foot traffic with numerous inquiries on how to participate in project solicitations and how to get involved with NSRP Panels.

Bi-monthly Newsletter Project News Bulletin Tri-fold Project Bulletin
NSRP Staff at ATI distributes Bi-monthly newsletters, project spotlight bulletins, and press releases via and publish them on the program website. We provide tri-fold project bulletins for distribution at industry events or for s. These are available in PDF or hard copy.
