2 TLO – Conduct Postal Directory Functions
LESSON OUTCOME Students will learn how the Postal Directory Section of a Military Post Office operates. During the lesson, students will learn how to maintain directory files, process directory mail, and how to determine the proper endorsement for Undeliverable as Addressed mail and other miscellaneous categories of mail. TERMINAL LEARNING OBJECTIVE ACTION: Conduct Postal Directory Functions CONDITIONS: You are assigned to the Postal Directory Section of a Military Post Office and are responsible for maintaining a directory file and providing directory services for mail. TERMINAL LEARNING OBJECTIVE CONT’D STANDARDS: Conduct postal directory functions by processing directory mail received from the unit mail clerks and other sources, maintaining the directory file on all persons served by the military, endorsing mail accordingly, dispatching mail if necessary, and putting directory service stamp on back of mail, without error. The Army Learning Areas (ALA) are the baseline focal points Soldiers and Army Civilians must possess to prevail in the ambiguous environments that challenge the Army today. The four ALAs are: Army Profession and Leadership; Mission Command; Human Dimension; and Professional Competence. The Army Learning Area taxonomy provides a framework to assist in grouping the General Learning Outcomes. The four Army Learning Areas serve as the framework to catalogue the 14 General Learning Outcomes. The General Learning Outcomes (GLOs) are essential outcomes resulting from training, education, and experience along a career continuum of learning. There are three primary purposes for the Army General Learning Outcomes. First, they provide trainers and educators a lens into how effective they are in conveying their support material. Second, it assists in improving instructional design and/or training support packages. Finally it places responsibility on training and education proponents to be nested with ALAs. ALA: Professional Competence GLOs GLO 14: Soldiers and Army Civilians are technically and tactically competent. You have access to several pieces of "undeliverable as addressed" mail, DoD Postal Manual M, DA Form 3955 (Change of Address and Directory Card), AF Form 624 (Base/Unit Locator and PSC Directory), NAVMC (Mail Directory File Card), PS Form 3579 (Undeliverable Standard Mail A and B), USPS Envelope EP-1865D (Postage Due), Notice 123 (Rate fold), and standard United States Postal Service (USPS) supplies and equipment. This task should not be trained in MOPP 4.

6 Definition Directory mail is mail that cannot be delivered as addressed because of an incomplete/incorrect mailing address, and/or the member has transferred to another duty station on OFFICIAL ORDERS.

7 Directory Cards Arrange in alphabetical order by last name regardless of rank or status. For same last names, file by first name then middle initial. As a minimum, directory cards contain: individual's name (last, first, middle initial) grade organization and mailing address PSC receptacle number

8 Directory Service for Departed Personnel
Military personnel without a direct assignment assigned to an overseas replacement activity, will provide a forwarding address to the appropriate organization. Information on service members departed will include the following: - date departed - purge date (date to destroy the card) - forwarding address

9 Reporting Dates Estimated date member is due to arrive at new unit.
Army/Marine Corps: Uses ‘EDA’ for Estimated Date of Arrival. Navy: Uses ‘PG’ for Prospective Gain. Air Force: Uses ‘RNLTD’ for Report No Later Than Date.

10 Purge (Destruction) Date
Directory cards for PCS personnel are coded for destruction in the 13th month after departure. For student or patient of six months or less, code for destruction four months after departure. Screen directory file and destroy card(s) during the first work week of each month. Computer listings may be used in place of card files.

Periodicals are publications which transmits information to an established list of subscribers or requesters. Periodicals are forwarded for only 60 days. After 60 days, newspapers and magazines are: distributed to military hospitals, recreation services, dormitories, chaplains turned over to the nearest DoD property disposal office as salvage paper treated as waste returned at the publisher's request.

71 Casualty Mail (2 of 2) 2nd Category: Peacetime – personnel have died by accident or killed, missing, or hospitalized. When a person dies, the procedures are the same as in wartime. Mail for personnel who are hospitalized can be forwarded if an address is known.

77 TLO – Conduct Postal Directory Functions
LESSON OUTCOME Students will learn how the Postal Directory Section of a Military Post Office operates. During the lesson, students will learn how to maintain directory files, process directory mail, and how to determine the proper endorsement for Undeliverable as Addressed mail and other miscellaneous categories of mail. TERMINAL LEARNING OBJECTIVE ACTION: Conduct Postal Directory Functions CONDITIONS: You are assigned to the Postal Directory Section of a Military Post Office and are responsible for maintaining a directory file and providing directory services for mail. TERMINAL LEARNING OBJECTIVE CONT’D STANDARDS: Conduct postal directory functions by processing directory mail received from the unit mail clerks and other sources, maintaining the directory file on all persons served by the military, endorsing mail accordingly, dispatching mail if necessary, and putting directory service stamp on back of mail, without error. The Army Learning Areas (ALA) are the baseline focal points Soldiers and Army Civilians must possess to prevail in the ambiguous environments that challenge the Army today. The four ALAs are: Army Profession and Leadership; Mission Command; Human Dimension; and Professional Competence. The Army Learning Area taxonomy provides a framework to assist in grouping the General Learning Outcomes. The four Army Learning Areas serve as the framework to catalogue the 14 General Learning Outcomes. The General Learning Outcomes (GLOs) are essential outcomes resulting from training, education, and experience along a career continuum of learning. There are three primary purposes for the Army General Learning Outcomes. First, they provide trainers and educators a lens into how effective they are in conveying their support material. Second, it assists in improving instructional design and/or training support packages. Finally it places responsibility on training and education proponents to be nested with ALAs. ALA: Professional Competence GLOs GLO 14: Soldiers and Army Civilians are technically and tactically competent. You have access to several pieces of "undeliverable as addressed" mail, DoD Postal Manual M, DA Form 3955 (Change of Address and Directory Card), AF Form 624 (Base/Unit Locator and PSC Directory), NAVMC (Mail Directory File Card), PS Form 3579 (Undeliverable Standard Mail A and B), USPS Envelope EP-1865D (Postage Due), Notice 123 (Rate fold), and standard United States Postal Service (USPS) supplies and equipment. This task should not be trained in MOPP 4.
