Resilience Resilience: the ability to resist and recover easily and quickly from shocks and stresses, combining civilian, economic, commercial and military factors. Resilience is achieved by enhancing preparedness within the public and private sectors, supported and amplified by military capability and capacity. The Resilience Cycle is considered to have four phases: Prepare, Absorb, Recover, Adapt

7 Baseline Requirements (7BRs)
The seven baseline requirements to be assessed are: 1) assured continuity of government and critical government services 2) resilient energy supplies 3) ability to deal effectively with the uncontrolled movement of people 4) resilient food and water resources 5) ability to deal with mass casualties 6) resilient communications systems 7) resilient transportation systems and Societal (or Social) Resilience is the “ability of a nation-state to preserve its societal cohesion when it is confronted by external and internal stresses caused by socio-political change and/or violent disturbances”.

Recommendations and Findings
Modernize Warnings and Indicators Encourage Nations to train and strengthen the systems within the 7BRs Improving the unity of effort across the Alliance Socialize the concept of the 7BRs with our partners and non-military actors
