Choices for Sept 2014 YR10 & YR11 : City & Guilds Level 1 Principal Learning In Hair & Beauty Studies 1 GCSE D - G grade City & Guilds Level 2 Principal Learning In Hair & Beauty Studies 1 GCSE A* - C grade The new qualifications have been added to the original qualifications are still in place. These new qualifications have been added as a direct response to centres to allow more progression and choice for learners. The new larger diplomas are too big for the pre 16 market but allow a new starting point for full time learners. The new diploma qualifications have new titles which appeal to some centres and learners as they are certificated with the above titles and not introduction into the hair and beauty sector. The new certificates allow for progression in specific areas. These are suitable for the pre 16 market Level 4 has been developed to incorporate 4 pathways and a whole host of single unit awards which can be offered of progression and CPD © CITY & GUILDS

NEW - Key Stage 4 – Offer City & Guilds Technical Award in Business Enterprise within the Hair and Beauty sector (Pre-16) (120 GLH) (SSA 15.3) And: City & Guilds Technical Award in Hair and Beauty Studies (Pre-16) (120 GLH) (SSA 7.3) Can be delivered September 2014 for Yr. 10 & Yr11, but will not have performance measures Yr. 9 leaners can be registered and will count towards performance measures for 2017

Learners must take the four mandatory units: • 201 Enterprise in the hair and beauty sector and related industries • 204 Event planning and development • 203 Marketing and promotion in the hair and beauty sector • 202 Personal presentation and communication in the hair and beauty sector SSA-15.3 GLH – 30 GLHs per units Total - 120

City & Guilds Technical Award in Hair and Beauty Studies
Learners must take the three mandatory units: • 210 Science of hair and beauty • 211 Research historical influences in the hair and beauty sector • 212 Design a photographic image in the hair and beauty sector Learners must take one of the optional units: • 214 Exploring skin care and make-up • 215 Exploring hand care and nail art • 213 Exploring hair care and styling SSA- 7.3 GLHs – 30 per unit Total – 120 GLH

Key Stage 4 – Offer FAQ Q – Can these be used for Year 10 learners in September 2014? A – Yes, but they will not have any GCSE equivalencies. Q – Why then can Year 9 learners take these and get GCSE equivalences? A – A learner can not claim their GCSEs until the year of their 16th Birthday and these will not be counted until June 2017 Q – Are these both worth 1 GCSE A* - C grade? A – Yes Q – Can learners take both qualifications? A – Yes, as they are built under 2 separate SSA’s 15

Key Stage 5 – Post 16 – FAQ’s Q – Does this mean that Colleges can not use NVQs any longer for full time learners? A – No, they can still deliver NVQ’s, but NVQ’s will not have any Performance measures applied to them. Q – When will GCSE’s or A level’s be counted in the Performance tables? A – For Level 3 the first teaching is September 2014 with points claimed in the performance tables for 2016, and will count towards A level’s. Level 2 first teaching is September2015 with points claimed in the performance tables in 2017, and will count towards GCSE’s. 18

SfA Business Rules from November 2013
SfA rules From November 2013 no funding for Level 1 qualifications that fall under 6 Credits for 19+ learners L2 and L3 nothing under 15 Credits will be funded All qualifications need letters of support from Employers, Trade/professional Associations All qualifications MUST be submitted with recognition and purposes Low/no take up – quarterly review. AOs need to challenge, with evidence that 100 learners across 5 providers have taken this qualification to show a proven track record. Many qualifications will cease to be funded for 19+ learners

Product Update Now is an uncertain time for Sector Skills Councils, as the futures of occupational standards hang in the balance. In the past Habia have driven what's needed in an apprenticeship framework, but this could change moving forward. All roads from different government consultations lead to greater collaboration with the Awarding Organisation and employers together to take ownership of skills and underpinning requirements needed in qualifications. This is why City & Guilds need to work much closer with you, our Industry Forums and employers, to gain feedback on the skills that our industry require, in particular prioritising change to the current qualifications. We have undervalued our industry over the last 5 years or possibly longer and we now need to put this behind us and put the hair industry back on the map, as an inspirational industry to work in, with young people understanding that there is an enduring career out there if they have the passion, the right values and the right training. With the change of ownership of the skills quality and standardisation, it is more important than ever to have clear understanding of the skills needed for our sector and to take the core of what is needed for Hairdressers and Barbers in hand as a central pillar of quality from which future qualifications are design are based. But what does this mean for us? City &Guilds need to facilitate employer ownership – > Through accreditation of employer programmes we need work on central core skills needed in Hairdressing and Barbering to develop the best in industry offer. > We need to provide the structure needed to define future skills development. City & Guilds will continue to work in collaboration with Habia, but the key now is for us to work more closely with industry and employers to develop qualifications to meet their needs. Employers moving forward will be instrumental in taking control of what should be in an Apprenticeship. Richard Review - this has not yet been confirmed, but he wants to give ownership back to the employer, the employer would then work with a training provider to deliver the training and then an independent body and the employer would then be involved in the final synoptic test to decide if the apprentice is then competent to work on the shop floor. Ensuring rigorous training that will support economic growth
What are the main aims of the reforms? High quality Higher expectations of English and Math's, more assessment at end of Apprenticeship and introducing grading. Simple Complex frameworks to be replaced by standards of around one page written by employers. Employer driven Ensuring rigorous training that will support economic growth

Background Standards designed by employers will replace existing Frameworks. New standards will be clear and concise (2 x page of A4). Typically two thirds of assessment will be at the end of the Apprenticeship. All Apprenticeships will last a minimum of 24 months Hair & 12 months Beauty. Apprenticeships will be graded: Pass, Merit, Distinction.
