4 Pollution Prevention 33 CFR Also, no person may intentionally drain oil or hazardous materials from any source into the bilge of a vessel. 33 CFR But, UTV’s (ocean and non-ocean going) may oily mixtures onboard in the bilges 33 CFR b/ b UTV’s 26’ or longer must have placard in each machinery space or at the bilge and ballast control station 33 CFR

5 Records: 33 CFR Records available for inspection by COTP include: - Name of PIC - Date and result of inspection per 33 CFR - Hose information required by (e) (f) - DOI (f)

9 Oil Pollution Pumping, piping, and discharge requirements
(Non ocean going > 100GT, Oceangoing GT) - Must have at least one pump installed to discharge - At least one outlet on weather deck to discharge - Does not apply if OWS installed At least one pump, fixed piping, disch on weather deck International voyage? Must have proper shore connection Must have means to stop pump near weather deck discharge Stop valve at each outlet 33 CFR & 420

Is it being used or tested on a regular basis? Is there written proof, ie log book? Discharge must be less than 15 ppm. Oily Water Separator Must conform with 33 CFR (b)

11 Oil Pollution Prevention
Spill containment: 33 CFR GT constructed after 30JUN74, fixed containment with a min of ½ barrel: 21 gal capacity. - Most other UTV’s will use 5 gal buckets as spill containment (b) A ship of 100 gross tons or more constructed before July 1,1974, and a ship of 100 or more but less than 300 GT constructed after June 30, (2) equip each fuel oil or bulk lube oil tank vent overflow, and fill with a 5 gal bucket.

16 Oil Transfer Procedures
33 CFR Transfer Procedures - To or from the vessel, also tank to tank - Required 250 bbls (10,500 gals) or more capacity 33 CFR Availability - for inspection by COTP - legibly printed in language understood by personnel - must be posted or available to crew A binder containing a list of product transfer, description of each transfer system, # of persons required to transfer, and duties of each, procedures to tend moorings and emergency shut down, procedure for reporting discharge in water,…. 33 CFR

17 Internal Transfer Hose
When a internal transfer is conducted without the requirement of a DOI, as per 33 CFR and , then the same hose assembly used is excluded from requirements in 33 CFR

that engage in voyage to other terminals under the jurisdiction of MARPOL 73/78… Issued by COTP, OCMI, or Class… Valid for 5 years

Type II- any size vessel -must be labeled Type III- any size vessel - no label- has Y valve Type I and II MSD’s reduce fecal coliform bacteria levels thru the injection of treatment chemicals. If the vessel does not have an adequate stock of chemicals on board these MSDs are not considered operable. Explain about no disch zone

22 No Discharge Zones for Vessel Sewage
This applies to all MSD systems EPA maintains current listing of these zones EPA - NO DISCHARGE For example- Buzzards Bay MA, 3 mile territorial limit state of Rhode Island

Nitrogen Oxides (Nox)- a group of reactive gasses as a result of combustion which result in ground level ozone and fine particulate pollution Sulfur Oxides (Sox)- a group of reactive gasses as a result of combustion which lead to the formation of fine particulate matter in the atmosphere posing significant public health risks
