PY12 Will Be A Challenging Year
3 month grant (July 2012– September 2012) DOL Mandated Enrollment Freeze Post SGA Transition No participant transfers/ no lay-offs of participants 9 month grant (October 2012 – June 2013) However…. Advance planning will give you an advantage to run your program As always, SSAI is here to help you

DOL Enrollment Freeze DOL expects to freeze (stop) new enrollments on or about July 15 and last through October 1 – exact dates coming soon Question #28 on Participant Form – must have date of 7/15/12 or earlier!!! DOL has frozen (stopped) any participant transfers. See also SSAI SCSEP Policy 602-E. Why? To ensure SPARQ data is accurate for the transfer of data between national grantees post SGA

So what will you do? DOL has set out a challenge
Need to push yourself to ensure that you enroll enough participants so that you don’t leave any funds unspent on September 30th (without overspending)

STEPS #1. Review your 3 month PPP and figure out how many participants you need to enroll by July 15th and exit by September 30 to spend $$ without overspending. #2. Pay special attention to the number of exits you achieved during the first quarter of last year (we’ll show you how to do this when we review the tool) and determine a reasonable exit amount for the 3 month grant period

STEPS (cont’d) #3. Once you have the needed number of enrollments by July 15th in your PPP, review your waiting list and identify your issues with reaching this enrollment target. #4. Talk to a Front End Support Team Program Officer about your issues when you discuss you 3 month PPP. Include in your notes when saving your PPP.

STEPS (cont’d) #5. Set up enrollment meetings with your priority of service applicants as soon as possible #6. Submit your 3 month PPP to SSAI by Monday, June 25th #7. Enroll the participants you need by July 15th

Bottom Line: Do a good plan

Extra Hours? SSAI staff will not authorize any extra hours (above 20) until: A. We review and discuss your three month PPP B. We see your actual enrollment achieved through July 15th Remember, you need to push and challenge yourself C. If approved, extra hours unlikely to start until early August

Priorities of Service in the OAA
Priorities of service/Most-In-Need (MIN) are: Veterans and eligible spouses THEN…. Have a disability Limited English proficiency Low literacy skills Reside in a rural area Have low employment prospects Have failed to find employment after utilizing services under WIA Title I Homeless or at risk of homelessness 65+ years of age* *Not a Most in Need factor

Estimated 3 month Participant Wage budget inserted 3 month PPP automatically includes expected carry-over from your last PY2011 PPP Still have ability to adjust hours per pay period – 12 hours per week is the minimum Access enrollment and exit activity from prior program years, including PY2011, as you create your 3 month PPP Number of 3 month authorized positions visible

Your Analysis (PPP) is Vital
PY12 First Quarter PPP reflects your analysis of 3 month period Need to submit your first PY12 First Quarter PPP to SSAI by Monday, June 25th We expect subgrantees to spend all of their PW funds by September 30th without overspending No enrollment after July 15 No participant transfers or lay-offs for exits Remember to submit your pay by pay info through June 30th on 2011 pay by pay

Key Points for PY12 PPPs Assess your waiting lists and set enrollment meetings Plan enrollment as needed from July 1 – July 15th in your PPP Continue with exits as needed to keep your SCSEP balanced Remember to include in your PPP “other exits” participants who will be exiting because they are not waiver eligible and will be reaching their 4 year time limit on SCSEP
