Colorado Federal UIP Basics
The design ensures that schools and districts meet state, federal and program accountability requirements. Education Accountability Act of 2009 and HB-1355 State Accountability Performance Frameworks Support to Low Performing Systems Colorado No Child Left Behind of 2001 (NCLB) - AYP ESEA Flexibility Waiver in February 2012 Every Student Succeeds Act of 2015 (ESSA) Federal State Foundation of our state accountability requirements Performance Frameworks: One set of outcome data to determine overall district and school accountability Identify those schools and districts with the greatest need, in order to direct resources and support and potential consequences Federal No Child Left Behind of 2001 (NCLB) - AYP ESEA Flexibility Waiver in February 2012 that further streamlined accountability in the state (between NCLB and ESSA) Every Student Succeeds Act of 2015 (ESSA)

UIP Basics Alignment A system to align improvement planning requirements for state and federal accountability into a single plan. Documentation A common format for schools and districts to document improvement planning efforts. Schools/districts on the accountability clock must demonstrate a coherent plan for dramatic change and adjustments over time. Reviews conducted by CDE and State Review Panel. Transparency A process for including multiple voices, including staff, families and community representatives. Plans are posted publicly. Best Practice A statewide strategy to promote improvement planning based on best practice, including use of state and local data and engagement in a continuous improvement cycle. Support A mechanism for triggering additional supports through CDE (especially for schools on the accountability clock.

Brief Description Contextual description of the school or district. Prior Year Targets Identification of the progress towards the previous year’s target and a reflection on what may have caused this progress. Current Performance Analysis of the complete picture of what is occurring at the school. Include interpretation and analysis regarding strengths and challenges; state and federal expectations; magnitude. Trend Analysis Notable trends that speak to performance indicators; include three years of data; positive and negative; considers data beyond SPF/DPF and provides a comparison. Priority Performance Challenges Priority Performance Challenges are summary statements about the identified student needs. Schools should focus on one to three PPCs to guide improvement efforts.

11/9/2018 UIP Section by Section Root Causes Root causes are statements describing the deepest underlying cause(s) of performance challenges, that, if dissolved, would result in elimination, or substantial reduction, of the performance challenge(s). Root causes: Are directly related to the performance challenges Are under the control of the school (adult-focused) Avoid blaming individuals and consider systems factors Reflect appropriate magnitude given overall performance for the school

UIP Section by Section Major Improvement Strategies are the overarching strategies where the school focuses its attention. They address identified root causes. Schools should select one to three to maintain focus. Implementation Benchmarks are the measures the school will use to ensure the Major Improvement Strategies are being implemented effectively. This helps the plan become an ongoing continuous improvement process. Checklist (Output)- trainings held, walkthrough document developed, hiring criteria identified Impact (Outcome)- 90% of teachers will demonstrate consistent use of the district’s formative assessment expectations by April 2018, as demonstrated by weekly principal and coach walkthroughs using the staff developed walkthrough rubric. Action Plans lay out proposed actions under a Major Improvement Strategy over at least a two year period. They include action steps, a timeline, personnel and responsibilities, and resources.

Major Improvement Strategy - SAMPLE
Title Increase the positive climate and culture with consistent PBIS implementation. What will success look like? Incorporate brain based activities to support academic achievement and increase positive student participation and behavior through systematic school wide approaches. Staff and students will have 90% attendance rates. Family involvement will increase due to the many options for involvement. Families will continue to be an active part of the decision making process within our school. Total school enrollment will continue to increase. Describe research supporting this strategy There is gold standard evidence (“Strong” under ESSA) that suggests that when the key components of PBIS are implemented, it can lead to improved feelings of school safety, reduction in behavioral referrals and improved student academic performance in elementary schools.

Major Improvement Strategy Implementation Benchmarks
UIP Section by Section Root Cause Lack of an aligned teaching and learning cycle and tools. While we have identified a curriculum and are seeing signs of movement, there is more work to do. Site visits to other similar schools demonstrated that the level of rigor in our instruction is not comparable. Furthermore, the school lacks common formative assessments. Our TLCC data reveals that less than a majority of staff (47%) are using formative assessments; using assessment data was the #1 request for professional development. Major Improvement Strategy Strengthen the teaching and learning cycle. Adopt a common formative assessment and invest in effective professional development. Success will look like: If implemented well, teachers will understand how to analyze specific student data for instructional gaps and adjust instruction accordingly. Implementation Benchmarks Classroom observations will show that 100% of staff are progressing from experimenting (fall) to consistently implementing (spring). The quarterly staff survey will show that staff feel supported in implementing this new practice. Action Plan Provide Professional Development to teachers and building leaders Meet with coaches to design aligned support and feedback as follow-up Create PLC protocol for teams to use to discuss results and adjust instruction Create a classroom visit schedule so that staff can visit each other’s classrooms to observe new strategies

UIP Section by Section Student Performance Targets are the annual school goals. They reference student outcome measures. Interim Measures are the benchmarking tools used to ensure that students are progressing toward the targets Math MSS for on CMAS for the whole school will increase 10 points to 722. Math MSS on CMAS for the whole school will increase 10 points to State expectation is 734. Illuminate Interim and EOY assessments – 3x per year (December 2017, March 2018, May 2018) Bridges Unit Pre and Post Assessments beginning August 2017 through May 2018 ECE - TS GOLD 3x per year (October 2017, February 2018, May 2018)

UIP Resources Does the plan investigate the most critical performance areas and prioritize the most urgent? Does the plan identify root causes which explain the magnitude of the performance challenges? Does the plan identify evidence-based major improvement strategies that are likely to eliminate the root causes?
