Summary Continued Issues Arose
Discovered that “degree applicable” coursework very difficult to ascertain visa vie reading transcripts; Graduate programs require admission to the program -- (e.g., Standard Teaching License or Continuing Teaching License programs). Summary Continued Significant additional graduate and undergraduate coursework came in from online continuing professional development programs (Heritage Institute, etc.); School districts are accepting this non-degree applicable “graduate” credit for advancement on the salary schedule; Data Classification: 1 - Published: DO: Chamberlain

Summary Continued Licensure Processing slowed down due to need to convert graduate coursework to fit the new formula: (e.g., was it graduate, undergraduate, or pdu? – used excel calculator to convert.) Called August 2015 meeting to explain issues to Commission. At that meeting, we shared several examples of transcripted coursework from local and online programs. Summary Continued Staff shared concerns from districts and licensees: Two tiered requirements for BA/BS and MAT/post-baccalaureate were very confusing; Districts indicated that it was complicated to track CPD for most of staff, and promotion requirements (coursework) for newer teachers; Licensees indicated that mandated coursework not only expensive, but lacked context and hard to find if in a remote area, Data Classification: 1 - Published: DO: Chamberlain

Summary Continued Staff proposed to Commission: Make the requirements the same for all new licensees (e.g., abolish the differences based on underlying degree obtained for first licensure) Ease confusion by aligning “advancement” requirements with renewal requirements – in other words, put it in the context of the Continuing Professional Development required to renew a license (25 professional development units for year of the license); Align advancement options to contextual employment situations such as: Data Classification: 1 - Published: DO: Chamberlain

Summary Continued August 2015 Resolutions adopted: Resolved that, the Commission adopts 25 professional development units per year of a license consistent with Division 90 as the required coursework to move from the Preliminary Teaching License to the Professional Teaching License. Summary Continued Resolved further that, staff will develop a transition rule that meets with these requirements and resolves issues in favor of licensees as we transition. These rules will be filed immediately and implemented following the filing of the new transition rules. Resolved further that, the Professional Teaching license will be representative of having completed the required continuing professional development as well as the four full years of employment. Summary Continued Licensure issuance proceeding much more smoothly and quickly; (See Activity Sheet Agenda Item 7.8) Licensees are much happier on the phone; Feel like their advancement is in their hands to design; Staff out of the business of deciphering whether presented coursework is degree applicable. Movement from Preliminary to Professional
Deadlines to complete the coursework requiring “show progress” element are eliminated – licensees may advance to the Professional at their own rate. Failure to complete the requirements leaves them on Preliminary Teaching License or “novice” status; Stay on a continuously renewable three year versus five year license. Significantly speeds up licensure processing. Licenees who complete advanced requirements and experience WILL be promoted to professional. Data Classification: 1 - Published: DO: Chamberlain

Movement from Preliminary to Professional
Cannot move from the Preliminary to the Teacher Leader (must obtain the Professional first); School districts must sign off on any advanced CPD obtained in the course of employment as a new teacher; Commission staff unable to approved CPD obtained through the evaluation route. Endorsements (New Features Continued) Rules clear about removing an endorsement; Do not have minimal coursework requirements for Foundational endorsements (except mathematics). Reciprocal Teaching License
New Out of State First License Clarifies that only an active and valid teaching license from another state will be accepted to obtain the Reciprocal Teaching License; Requires the applicant to establish “good standing” by reinstating their license if the license has lapsed; Accepts licenses from any National Association of State Directors of Education and Certification (NASDTEC) jurisdiction (including territories and Ontario province). Teacher Leader License

Reinstatement Rules Creates new “recency” requirement in Preliminary Teaching License (pre-licensure): 0-6 years post completion (no new requirements); 6+ years = retake content test in one endorsement area; Take 2 semester/3 quarter hour pedagogy class that must have the words pedagogy or methods in the course title. Reinstatement Rules (i) Expired for less than one year: Must only meet the renewal or advancement requirements for the license.
