2 Prepare Mail Transportation Documentation (YouTube Video)

3 TLO – Prepare Mail Transportation Documentation
LESSON OUTCOME Students will familiarize with all aspects of mail transportation including types of carriers and modes of transportation. Student will learn how to correctly prepare required mail transportation documentation IAW USPS and DOD directives/guidance in support of postal operations. ACTION: Prepare Mail Transportation Documentation CONDITIONS: In a classroom environment, given access to Postal Service (PS) Form 2942-A (Military Mail AV-7 Delivery List), PS Form 2759 (Report of Irregular Handling of Mail), Department of Defense (DD) Form 1372 (Mail Manifest), DD Form 1384 (Transportation Control and Movement Document (TCMD), Department of Defense (DOD) M Postal Manual, information regarding mail shipments and type of transport, standard United States Postal Service (USPS) equipment and supplies, and an awareness of Operational Environment (OE) variables and actors. STANDARDS: Document mail shipments properly by obtaining a receipt for mail that is dispatched, report irregular handling of military mail, and complete PS Form 2942-A, DD Form 1384, DD Form 1372, and PS Form Students will be assessed with a minimum of 80% accuracy for the following learning activities: 1. Identify mail transportation requirements. 2. Prepare Military Mail AV-7 Delivery List (PS Form 2942-A). TERMINAL LEARNING OBJECTIVE 3. Prepare a Mail Manifest (DD Form 1372). 4. Prepare Transportation Control and Movement Documentation (TCMD) (DD Form 1384 and PS Form 2942-A). Prepare a Report of Irregular Handling of Mail (PS Form 2759). The Army Learning Areas (ALA) are the baseline focal points Soldiers and Army Civilians must possess to prevail in the ambiguous environments that challenge the Army today. The four ALAs are: Army Profession and Leadership; Mission Command; Human Dimension; and Professional Competence. The Army Learning Area taxonomy provides a framework to assist in grouping the General Learning Outcomes. The four Army Learning Areas serve as the framework to catalogue the 14 General Learning Outcomes. The General Learning Outcomes (GLOs) are essential outcomes resulting from training, education, and experience along a career continuum of learning. There are three primary purposes for the Army General Learning Outcomes. First, they provide trainers and educators a lens into how effective they are in conveying their support material. Second, it assists in improving instructional design and/or training support packages. Finally it places responsibility on training and education proponents to be nested with ALAs. ALA: Professional Competence GLOs GLO 14: Soldiers and Army Civilians are technically and tactically competent.

13 Air Mobility Command Operated by the U.S. Air Force Limited service
Used when adequate surface transportation is not available Mail is tendered to AMC on DD Form 1384

15 U.S. Commercial Air Carriers
Primary means of transporting mail between CONUS and OCONUS Cannot refuse mail due to other cargo MPSA and USPS have established required routes and contracted with the carriers Mail is tendered to the carriers by the JMPA or an overseas postal activity on a PS Form A/ CN-38

16 Foreign Commercial Air Carriers
USPS and MPSA will jointly reach an agreement with the foreign carrier Pouch mail tendered to foreign carriers Dispatching activity must coordinate the shipment Only turn mail over to USPS or U.S. military personnel Notify military personnel at the end destination with all flight information. This is accomplished via AMPS. Use PS Form 2942-A

17 On Learning! Q. When preparing a TCMD to dispatch mail, can all classes of mail be combined on one TCMD? A. No Q. Why is it important to manifest APO and FPO mail on separate TCMDs? A. For accounting and payment purposes Q. How many copies are required for a TCMD and what is the distribution of those copies? A. Two copies are completed; the MPO maintains an original signed copy and either AMC or MSC maintains the duplicate

18 Flight Schedule, Determining Airport, and Weight Conversion Chart
Air Carrier Codes, and Weight Conversion Chart

19 Flight Schedule Unique to each MPO that dispatches mail to commercial air carriers Commercial air carriers provide their flight schedules to the dispatching activity Activity supervisor creates after reviewing all flight schedules Each class of mail and destination will have designated flights

20 Example of a Flight Schedule

21 Three-Letter Airport Codes City/Airport Destination Three-Letter Codes
Example: A AKL AMM AMS ANC ASU AUCKLAND, NEW ZEALAND AMMAN, JORDAN AMSTERDAM, NETHERLANDS ANCHORAGE, ALASKA, USA ASUNCION, PARAGUAY

22 Three-Letter Airline Codes
Air Carrier Code List Example: NAME ALFA CODE Aden Airways Aerolineas Argentinas Aerolineas Peruanas, SA Aeronaves de Mexico ADE ARG APS ADM

23 Weight Conversion from Pounds to Kilograms
Example: 23 pounds would equal kilograms = 10.4 23 kilograms would equal pounds = 50.7 107 pounds would equal kilograms = 48.5 Manual Calculation Example: 52 lbs. divided by = kgs 52 kgs. multiplied by = lbs
