State Revolving Fund What is it? Why is it called “revolving”?
A fund used to make loans for public infrastructure Why is it called “revolving”? Repayments on loans (principal + interest) go back to fund to pay for future projects and grow the fund Two separate SRFs: Clean Water State Revolving Fund Drinking Water State Revolving Fund

Clean Water (CWSRF) program Federal Water Pollution Control Act aka Clean Water Act (CWA), amendments in 1987 Drinking Water (DWSRF) program Safe Drinking Water Act (SDWA), amendments in 1996

Program Management US EPA administers both programs with States as local partners In SC two agencies make up the SC Water Quality Revolving Fund Authority Department of Health and Environmental Control (DHEC) is EPA grantee and manages the technical aspects of the program Rural Infrastructure Authority’s (RIA) Office of Local Government (OLG) handles the financial responsibilities of the program

Source of Funds Capitalization grants (i.e., seed money) from Congressional appropriation through EPA to States State match to Federal funds 20¢ for every $1 Principal + Interest on loans (repayments) Investment earnings

Clean Water SRF Goals: Eligibility:
Compliance with federal and state surface water quality standards Promote sustainability Eligibility: Municipalities Counties Special Purpose Districts Joint Regional Entities as established by state law (Title VI, Chapter 25)

Clean Water: Project Categories
Publicly-Owned Treatment Works (POTW) Non-Point Source Pollution (NPS) Important Note: Projects solely for growth ARE allowed but are low priority

Publicly-Owned Treatment Works (POTW) Projects
Wastewater collection, transportation and treatment starting at customer’s property line and ending at effluent discharge and disposal of treatment residuals Systems for collecting, controlling and releasing stormwater run-off Projects that reduce wastewater generation, reduce treatment residuals and recycling/reclamation of treated effluent and residuals

Protect public health and compliance with state drinking standard Promote sustainability Eligibility: Community Water Systems (e.g., Municipalities, Counties and Special Purpose Districts)

Drinking water treatment/storage/ distribution projects Water conservation projects Source water protection projects

SRF Funding for Resiliency?
SC SRF: Cannot fund planning for resiliency on its own. Can fund design for resiliency and any resilient elements needed to construct SRF-eligible infrastructure using an SRF low-interest loan.
