4 ZIMBABWE – REGULATORY STRUCTURE

5 ZIMBABWE – UNBUNDLING STATUS
Up until 2002, ZESA was a vertically integrated utility 2003/2004 the utility was unbundled into 3 core companies: A generation company (The Zimbabwe Power Company ZPC) A Transmission company A Distribution Company Other companies formed were: A Telecoms (Powertel) and A manufacturing company (ZENT Enterprises) The Transmission and Distribution companies were merged in 2010 to form a single company ZETDC

6 POLICIES AND LEGISLATION by MOEPD
The National Electricity Act of 2002 makes provision for Independent Power Producers (IPPs) to participate in electricity generation. Rural Electrification Fund Act of 2002 to spearhead rapid and equitable electrification of rural areas in Zimbabwe. The Rural Electrification Agency has been extending the grid to rural areas through a 6% levy on utility bills Petroleum Act (Chapter 13:22) of 2006 The Act focuses on Licensing and regulation of the petroleum industry. Government has deregulated the oil sector to allow participation of private companies The Energy Regulatory Authority Act of 2011 (Established ZERA) The Act provides requirements, processes and regulations related to energy resource licensing. National Energy Policy of 2012 promotes the increased uptake of renewable energy resources in the country among others. Zimbabwe Agenda for Sustainable Socio-Economic Transformation (ZIMASSET) also promotes increased uptake of renewable energy ( ) Energy comes under the Infrastructure and Utilities Cluster.

The Biofuels Policy 2015 Draft has been completed The Rural Energy Master Plan (REMP) - REA 2015 Draft has been completed. The UNSE4ALL Rapid Assessment and Gap Analysis (2012, then updated 2015) Work in progress The Renewable Energy Readiness Assessment (RRA) - IRENA 2015 Draft completed. 1st and 2nd communications to the UNFCCC and INDCs – MEWC Sustainable Energy for Children in Zimbabwe – UNICEF 2015

8 Renewable energy policy development 2017
Objective of the exercise The objective of this exercise is to develop a Renewable Energy Policy that will help establish market oriented measures and regulatory instruments for the renewable energy sector in Zimbabwe. Key proposals: Targets for RE technologies, setting up of a RE fund, RE bidding for procurement, FiTs for smaller projects <10MW, incentives for RE projects (National Project Status, Prescribed Asset Status and others) REFiT and Comppetitive bidding schemes to come out of the new RE policy

The main sources of energy used in Zimbabwe (coal, fuel wood, electricity, petroleum fuels and renewable energy) Fuel wood (61%), coal (8%), liquid fuels (18%) and electricity (13%) in terms of the Primary Energy balance. Overall national electricity access 42% Access in rural areas 19% Access in urban areas 80%

18 ZIMBABWE – SADC Electricity scenario
INTERCONNECTORS Zimbabwe is a member of the SAPP, and hosts the SAPP regional offices. The Country’s network wheels power from North of SADC (Zambia, Mozambique, DRC) to the South (SA and Botswana) and vice-versa on behalf of the power pool. The interconnectors projects aim to strengthen transmission network and increase the power transfer capacity for the SADC region. Currently the transmission system is limited and congested. Statutory instrument 17 of 2013 -introduced mandatory blending through Joint Ventures with Government - licensed E5, E10, E15, E20 and E85 blends (currently E15 as of 2017) Biodiesel promotion (based on Jatropha) - B5 license issued Joint Venture Act valid for all Energy projects

21 SOLAR WATER HEATING Government of Zimbabwe Launched the National Solar Water Heating program in September, 2015. OBJECTIVES: Is to retrofit all existing electrical geysers with Solar Water Heaters. Install Solar geysers on all new buildings This will assist in saving 300MW (ZIMASSET Target) IMPLEMENTATION MODEL Government is still looking at the modalities of implementing the programme.
