22 Conditions for booking capacity via RFC 7 C-OSS
An international request for capacity on a corridor has to fulfil the following requirements: to be submitted to a C-OSS; using PCS system (Access to PCS is granted by RailNetEurope upon request of the applicant.); including at least one PaP/RC segment in the request; to cross at least one border on a corridor; the technical parameters of the path request have to be within the range of the parameters of the requested PaP segments (exceptions are possible if allowed by the concerned IM/AB e.g. when the timetable of the PaP can be respected); applicants have accepted the General Terms & Conditions (tick box)

23 Exceptional cases In exceptional cases when PCS cannot be used for path requesting (e.g. due to permanent server breakdown) the C-OSS can provide a paper format Application Form. After the verification of the applicant the C-OSS shall take the necessary measures e.g. contact with PCS Support in order to place the request in PCS, based on the received Application Form.

24 Requesting services in Hungary via PCS
Based on ’PCS national IM parameters’ created and managed by VPE. In order to use this feature the necessary data shall be entered by the RUs, which are paired with VPE in the dossier, during the harmonization phase. List of available services (the numbers are referring to KAPELLA): 05 Ensuring access to wagon weight bridges 09 Outdoor train acceptance 18 Ensuring of staff by IM for weighting 36 Shunting of its own 44 Ensuring staff for shunting 46 Ensuring of traction unit for shunting 54 Train preparation 56 Availability of traction unit 58 Availability of staff for shunting Other special services (e.g. exchange of axles) shall be ordered directly in KAPELLA.

25 Requesting services in Hungary via PCS
The ordering process is almost the same as in KAPELLA. First step: RU chooses service type from the dossier level IM parameter list. Second step: RU fills in the mandatory fields which are linked to the service (parent-child relation). It is important that from the list of operation points you can choose only those stations where the service is available.

31 Dossier Processing Why Path Request is skipped in case of PaP dossier request? In case of PaP dossier RFC is acting first on behalf of IMs. Leading IM does not exist in such cases, only after Final Offer in Active Timetable Possible actions for RFCs (*not available in PCS School at the moment) Reserve PaPs Search for alternative offer* Forward Flex PaP, feeder/outflow for timetable to the IMs Request tailor-made solution Reserve only one of the PaP („winner”) request tailor-made for the rest* Mark a PaP section for certain days as not available and ask special tailor-made for that* What can the RFCs do with the request? 32 Dossier Processing Possible actions for IMs
IM timetable is read-only until the C-OSS Manager forwards the dossier for timetable (F/O, Flex PaP or full tailor-made request). After the forward: Edit feeder/outflow timetable where the IM is responsible Edit Flex PaP timetable Add new operation points to Flex PaP Remove additional stop requested by the RU in Main timetable Add subsidiary timetable (also quick subsidiary) Edit „Managed by PCS” subsidiary timetable and calendar that does not contain PaP Not Possible actions for IMs Edit/remove protected border of a Flex PaP Remove published operation point of a Flex PaP Delete „Managed by PCS” subsidiary that contains PaP section Question about this part, if it is only a presentation or we have also a hands on session. It’s not written in the agenda. I don’t think that it is so interesting to the RUs. In this part I will tell the access control and possible actions for the IMs. Special focus on the subsidiaries and the managed by PCS paths, what can they do there? What can they do with the Flex PaPs? 8-9 February 2017

33 Replace timetable When it’s possible to replace one timetable with another? For RUs End of Feasibility Study in Harmonization again Replacing RU timetable with IM timetable For IMs (without PaPs): In Feasibility Study Elaboration In Path Request In Path Elaboration Replacing IM timetable with RU timetable Replace values In which time this function is available for the RUs and for the IMs. Also when is it available? In case of PaP request it won’t work, because it is not possible to replace an already reserved capacity. Possible difference between Path Elaboration and Feasibility Study Elaboration.
