ICT contributes to improving the quality of everyday life and social participation of
Europeans, facilitating access to information, media, content and services, to enhanced and more flexible job opportunities, and to fight against discrimination. Improving ICT access for people with disabilities and elderly is particularly important.
This is possible by creating a Euopean Total Conversation Network using Internet Telephony technology and standards:
Audio (VoIP, Voice over IP) - Video (Video over IP) - Real-time text (ToIP, Text over IP)
= Real-time character by character streaming text
= closest to a voice conversation.
= RFC4103 (T.140 over RTP)
Users can communicate by speech, sign language, lip reading and real time text! Any combination you like/need using computers and IP telephones!

With the Total Conversation Network Deaf and hard of Hearing people can communicate with each other as well with the Hearing world.
Deaf meeting centers, Deaf schools, Hard of Hearing schools, and many many Deaf, Hard of Hearing and speech impaired users are connected and can communicate the way they prefer.

Real time text while seeing each other (text telephone with emotions!)
Speech, but you see each other and use lipreading as well
Any combination of voice, video and real-time text.
No more social isolation.
(remote) interpreting services sign language or speech to text possible.
Gateways connect to PSTN and GPRS and other NON ToIP compatible networks. Leave no-one behind!

What is needed? Requires a EU (or appointed) agency/institute:
To set up and monitor this network.
Research and stimulate total conversation devices (easy to use).
Verify Interoperability of IP devices for trouble free Total Conversation.
Advisor for standards on Internet and telephony with Standard organisations (IETF , ITU, ETSI, 3GPP)
