3 What is LUCCC? LUCCC is a capacity building consortium of 10 universities from 10 LDCs in Asia and Africa

4 Capacity Building According to UNFCCC:
“The process of developing the technical skills and institutional capability in developing countries and economies in transition to enable them to address effectively the causes and results of climate change”

5 ARTICLE 6 of the UNFCCC Education, training and public awareness on climate change have a specific place - Article 6 - in the UN Framework Convention on Climate Change

“A large number of initiatives, but the sums of finance involved are very modest Support is rarely sustained and enduring Programs are useful to the individuals and their anchor institutions, but wider impact on the system often less clear” (Nakhooda 2015)

11 Capacity Building Initiatives Proposed at COP22
Two initiatives were proposed: Universities Network on Climate Capacity (UNCC) Least Developed Countries Consortium on Climate Change (LUCCC) LUCCC was officially launched in May, 2017 in Kampala.

12 Objectives Overall objective is
to facilitate the pursuit of sustainable and long-term capacity-building efforts by actively involving the universities within LDCs To foster a South-South collaborative network on climate change adaptation in particular community based adaptation To provide capacity-building support to LDC universities and research institutes to serve as repository of climate change knowledge and capacity

13 Vision and Mission Capacitate all 48 LDCs to be able to adapt to climate change Achieve this goal by developing a South-South and South-South-North knowledge sharing and capacity development programme on adaptation Universities and training Institutes are regarded as the primary delivering agents

Similar development challenges and experiences Context is very important when it comes to adaptation Exchanges of the knowledge and perspectives

A south-south initiative and located within some of the most capacity deprived countries Work plan, programmes and priorities to be set based local priorities Intends to offer support to the PCCB

17 Proposed Work-plan Knowledge Exchange Capacity Development
Exchange of Training and Teaching materials Exchange of Faculty between partners Developing Student-to-Student Liaison groups Capacity Development Fellowship and Student exchange programmes Special Training Courses Policy Support Support to national governments and LDC Group on policy issues (e.g. Adaptation, Loss and Damage, Climate Finance etc.) Collaboration with others Open to collaborate with non-LDC partners LDC universities can become partners of LUCCC
