9. North Carolina Community College Grant (CCG)
Eligibility requirements for the Grant program
Be enrolled at least half-time
Provides need-based assistance for community college students with EFCs through 8,500
Pell Grant and Lottery Scholarship combined with CCG provide a foundation of $4,680 for students enrolled full-time with EFCs up to 5,000
Students whose EFCs are too high for lottery receive funding according to payment schedule with gradual phase out for EFCs greater than 8,500
Designed to supplement, not replace federal aid
Goal is to provide financial assistance to community college students who do not receive sufficient financial aid to fully cover their required educational expenses.
Be admitted to a curriculum program and be enrolled for at least six credit hours per semester

Originally authorized for UNCNBG and the NBS programs for , the limits have been expanded from 9 semesters to 10 for 4 year programs. In addition, the limits were changed for the Lottery Scholarship from 8 semesters to 10 to conform with the other programs. Also, a limit of 6 semesters was imposed on the Community College grant and a statewide limit of 10 semesters for all programs.
The SEAA has implemented an incentive grant program to encourage students to complete 15 hours each semester at the direction of the NC legislature.

Inspection of Records – for applicable programs, each approved institution shall make all Program records available to the Authority and the State Auditor for inspection upon request. All Program records must be retained by the Approved Institution for a period of five years from the close of the Approved Institution’s fiscal year or until all review findings and audit exceptions have been resolved, whichever is later.
Certification for State Grants for Clock Hour Programs
Question: For and forward, certain degree programs are now considered clock hour programs for all facets of administering TIV funds (awarding, disbursing, SAP, R2T4. etc.). The applicable regulation is 34 CFR (k) (2). How should schools certify state grants (NC Education Lottery Scholarship, UNC Need Based Grant and NC community College Grant) for students in these clock hour programs?
Answer: First, the program must be considered to be TIV eligible for state grants to be available to the students in the program. Secondly, the student is to meet all eligibility requirements, except the EFC requirement, for the federal Pell Grant under the Higher Education Act and applicable federal regulations. Schools would certify the state grant based upon these requirements, which include a half-time, three-quarter time and full-time determination. In simple terms, “do as you would with a Pell Grant”.

Forgivable Education Loans for Service (FELS) are available beginning with the academic year and provide funding for North Carolina students pursuing academic programs in fields identified as critical needs. (see following slides for additional information on fields)
Current recipients of the eight programs awarded before July 1, 2012 remain eligible under existing criteria as long as they fulfill the program eligibility requirements
All new recipients from academic year forward will be funded under FELS
FELS recipients sign a promissory note agreeing to work in NC in their approved fields of study. The terms of the promissory note provide for forgiveness of the loan in exchange for specified employment. Loan recipients who do not fulfill the service obligation must repay their loans in cash

21. FELS – Student Eligibility Requirements
A recipient must meet the following eligibility criteria to be considered for FELS:
Be a legal North Carolina resident and NC resident for tuition purposes.
Register with the Selective Service System, if required;
Not be in default, or owe a refund under any federal or State loan or grant program.
Maintain Satisfactory Academic Progress according to the enrolling policy of the institution.
Be willing to work in NC in a designated critical employment field.
Enroll for at least six credit hours each semester to qualify for funding.
The FELS Program was established by the NC General Assembly to provide assistance to qualified students who are committed to working in NC in designated critical employment shortage professions. Students interested in receiving assistance through the FELS Program should read the loan forgiveness eligibility requirements for the educational programs listed and the Program Rules prior to submitting an application. Students who do not fulfill the service requirements must repay the loan in cash, plus interest that begins to accrue upon disbursement of the loan.

22. FELS – Student Eligibility Requirements
At the time of application, present a cumulative minimum grade point average (GPA) of:
3.00 for graduating high school students (weighted GPA)
2.80 for undergraduate students pursuing an associate or bachelor's degree
3.20 for students pursuing a graduate or professional degree
Loan recipients must sign a promissory note
Generally, a loan for one academic year (+ interest) will be forgiven for one year of full-time employment in an approved qualified position
One loan will be forgiven for two years of part-time employment in an approved qualified position
Interest accrues at 8% per year from the date of disbursement
Maximum ten year repayment – may be shorter term based on amount borrowed
FELS loan recipients must sign a promissory note that will require them to seek loan forgiveness through employment in an approved position or repay the loan in cash. Loan forgiveness is described in the FELS Rules. Generally, a loan for one academic year will be forgiven for one year of full-time employment. Loans will accrue interest at the rate of 8% per year from the date of the loan disbursement. Recipients cannot receive FELS funding concurrently with other state-funded loans.

Be a rising freshmen – High School seniors from qualifying counties are eligible for up to a $12,000 scholarship ($3000 per year for four years) to attend participating colleges and universities or
Be a community college transfer student – Students from qualifying counties transferring from a community college to one of the participating four-year institutions are eligible for $3,000 a year for up to three years, depending on the number of credits the students transfer.
Be NC resident for tuition purposes
Reside in one of 78 qualifying rural counties (listed on CFNC)
Demonstrate financial need. Students MUST submit the FAFSA to be considered for this scholarship
Value of real property owned by farm families not considered when determining financial need

NC Promise—effective for 2018 Fall semester
Undergraduate tuition reduced to $500/semester (in-state) and $2,500 (out-of-state) at Elizabeth City State University, UNC-Pembroke, Western Carolina University
Does not apply to graduate programs
Goals: Increase Educational Access, Reduce Student Debt, and Grow North Carolina’s Economy
Current students grandfathered. Affects incoming students, including transfers. Fixed tuition rate as long as students graduate in four years. Limits on fee increases and $500 tuition per semester at three campuses.
Goal of tuition freeze and 3 percent cap on student fees is predictability.

North Carolina National Guard Tuition Assistance Act of 1975 (NCTAP)
Expands eligibility for the tuition assistance benefit to include students enrolled in professional certification program recommended by Director of the NC National Guard Education and Employment Center and approved by NC National Guard Education Services Officer. Change effective July 21, 2017

Eligibility: Applicant must meet the following eligibility requirements
Be an active drilling member of the NC Army or Air National Guard prior to the start of the academic term for which tuition assistance is provided.
Members must have a minimum obligation of two years remaining as a member of the NC National Guard from the END of the academic period for which tuition assistance is provided or commit himself or herself to extended membership for at least two additional years from the END of the academic period for which tuition assistance is provided.
Be enrolled or accepted for enrollment in an approved program of study at an approved institution.
Be meeting the Satisfactory Academic Progress (SAP) requirement at the approved institution.
Satisfactorily complete courses in which tuition assistance is provided.

North Carolina Teaching Fellows Program – new program beginning

Recipients selected and awards made by April 1, 2018
Must be NC residents
Must attend one of five selected institutions for completion of Program leading to teacher licensure in STEM or special education
Elon, Meredith, NC State, UNC-C, UNC-CH
Must be full-time
Must sign promissory note
Amount of loan is up to $8,250 per year
Eligible students must reside in NC, attend certain education preparation programs at institutions of higher education in NC and be interested in teaching in NC public schools in STEM (science, technology, engineering and mathematics) or special education
Requires stringent standard for awarding forgivable loans to students, which must include: (1) grade point averages; (2) performance on relevant career and college readiness assessments; (3) experience, accomplishments, and other criteria demonstrating qualities positively correlated with highly effective teachers, including excellent verbal and communication skills; and (4) demonstrated commitment to serve in stem or special education licensure area in NC public schools
