Initial AGR Tour Stabilization:
Army - 18 months Two year from promotion date or lateral assignment between Senior Commands for E5-E6 (Army) Three years from promotion date or lateral assignment between Senior Commands for E7 through E9 (Army) Army - Stabilization will be waived automatically only if Soldier is eligible for promotion by EPS selection. This allows for Soldiers to request broadening assignments and force structure moves to occur without removing them from future promotion potential. 11/9/2018

STABILIZATION Soldiers who wish to apply for a job vacancy announcement may request an exception to their stabilization period. Soldiers will forward their request through their current unit of assignment/Directorate, BDE AO/Directorate, to the HRO for approval or disapproval (reference AGR Handbook, Appendix G). HRO is the final approving authority.

HOURS OF DUTY / LEAVE & PASSES
AGR Personnel DO NOT accrue SICK LEAVE. Injuries/Illness. The AGR member will report to their supervisor, either in person or by phone, during normal duty hours for minor injuries or illness. The supervisor may excuse the individual, send them to sick call or demand a doctor’s excuse, depending upon the nature of the ailment and trustworthiness of the individual. For scheduled medical care, the member is in a duty status and will not be charged leave. A supervisor may charge the individual leave if the individual abuses the program. 11/9/2018

TOUR CONTINUATION BOARDS
ARMY: To review/evaluate the performance records of AGR members. Initial Tour Records Review Board – Held at the beginning of the member’s 3rd year in the AGR program (Probationary period ) It is the intent of the MOARNG to board all AGRs at the conclusion of their first tour; not just those who are recommended for non-retention by their Command. The MOARNG will, IAW NGR 600-5, request an Exception to Policy (ETP) every year to board all AGRs at the conclusion of their first tour. 20 year Tour Continuation Boards – Officers – Life Cycle Management / ASMB Enlisted – Active Service Management Board Not used to terminate orders of members who should be removed under other provisions (i.e., APFT failure, weight control, etc). 11/9/2018

HOW JOBS ARE FILLED 1. Priority Placement Program (Grade for Grade) - Based on grade compatibility – if declined, SM may be reduced to grade commensurate with the assigned position or will be notified of release from the AGR Program. Due to loss of, or change of force structure or reduction in full time authorizations (excess personnel). 2. Management Directed Move (Grade for Grade) 3. Compassionate Request (Grade for Grade) - Due to loss of, or change of force structure or reduction in full time authorizations (excess personnel). 4. Lateral Reassignment (Grade for Grade) - Requested by SM supervisor/command - can elect not to accept voluntary request 4. Enlisted Promotion System (EPS) 5. Advertise 11/9/2018

Assignment/Utilization (Chap 3, NGR 600-5)
Continuation beyond the initial probationary three year tour constitutes entry into a career status. Career management positions are designated as enlisted positions SSG and above, warrant officer positions CW3 and above, and commissioned officer positions MAJ and above. These positions will be competed for fill among current AGR Soldiers prior to competition to non AGR Soldiers. 11/9/2018

Assignment/Utilization (Chap 3, NGR 600-5)
AGR Soldiers must have the required MOS or AOC, or the potential to acquire the required MOS or AOC within 12 months after assignment. Enlisted AGR Soldiers will not be automatically converted to officer or warrant officer AGR positions by virtue of completion of the appropriate courses. Eligible enlisted AGR Soldiers must apply, compete, and be selected for AGR officer and warrant officer positions. AGR Soldiers will be assigned to the same military unit as the AGR position, unless serving on a Command Leadership Waiver. AGR Soldiers will be the sole occupant of their assigned positions by MTOE/TDA paragraph and line number. An AGR Soldier may be excess in their paragraph and line number for a period of up to one year when they are pending separation and a backfill has been selected and assigned. 11/9/2018

Assignment/Utilization (Chap 3, NGR 600-5)
All Soldiers, except Recruiting and Retention Battalion (RRB) Soldiers, are required to participate with their units of assignment during IDT periods and annual training (AT), to include deployments, special projects, and exercises. When a unit is ordered to operational 32 U.S.C.502(a) status, 32 U.S.C. 502(f) status, or state active duty (SAD) status to support a contingency situation, its AGR members may accompany the unit and continue to perform their normal AGR duties. AGR Soldiers will not be reassigned during the first 18 months of their initial tour except in the event of mobilization, force structure changes, or command directed reassignments. Enlisted AGR Soldiers in their initial 18 months will not be eligible for promotion consideration for positions other than the position they were selected for IAW AR and NGR 11/9/2018

AGR Soldiers may be reassigned at any time without their consent and without geographical limitations within the boundaries of the State to meet the needs of the service. Failure to comply with orders is grounds for removal from the AGR program without board action and may subject the AGR Soldier to appropriate administrative action and proceedings under State Codes of Military Justice. One Time Occasional Tour (OTOT). In accordance with paragraph 1-6d of AR , the AGR Program supports entry into the program of Soldiers who may desire to serve only initial or occasional AGR tours. While OTOTs are authorized, hiring of AGRs for a career status is preferred and should be used only in exceptional circumstances. Command and Leadership and Staff Program (CLASP)
IAW NGR 600-5, AR , AR , Current YR EPS MOI. *Must have a written reintegration plan approved. Used to assign AGRs to command and staff positions Normally used within a command When AGR works at JFHQ or TDA HQ, can be assigned to a command or staff position with an MTOE unit Promotion based on CLASP is not authorized Examples: O6 commander of brigade; AGR officer’s AGR position must be an O6 AGR position at JFHQ (G1 or G3, etc.) CSM positions; AGR must already be an AGR E9 working in an E9 AGR position 1SG positions; AGR must already be an AGR E8 11/9/2018

AGR Medical Readiness Individual Medical Readiness (Army)

FULL TIME NATIONAL GUARD DUTY OPERATIONAL SUPPORT
ELIGIBILITY REQUIREMENTS 1. Soldier must be a member of the Army National Guard. 2. Soldier must meet the Army medical retention standards IAW chapter 3, AR as outlined in this policy. 3. Soldier must not be within six months of mandatory removal or Expiration of Term of Service (ETS) on the report date of the tour, unless waived by the State AG. 11/9/2018

ELIGIBILITY REQUIREMENTS (CONT.) 4. Soldier must not serve greater than 17 years of Active Federal Service (AFS) as a result of duty, unless the Soldier is AGR and has 18 or more years of AFS. 5. Soldier must not be able to qualify for sanctuary as a result of duty, unless a waiver is approved by the DARNG prior to the publication of the order. 6. Soldier must not be placed on orders that will qualify them for separation pay as a result of the duty, unless a waiver is approved by the DARNG prior to the issuance of the order. 11/9/2018
