The Portsmouth Community Care Programme was conceived in 2014
Its purpose was to: “Remodel the accommodation at St Mary’s and St James’ health campuses in Portsmouth into a long term and sustainable configuration, whilst modernising and improving patient care by moving resources away from maintaining expensive and outdated real estate into front line patient care.” An Outline Business Case (OBC) for the programme as a whole was approved in March 2014 This envisaged the works in two phases The Final Business Case (FBC) for Phase 1 was approved in July 2014 Phase 1 was completed July 2015 – on time and within budget. The Phase 2 FBC was approved in November 2016 STP Funding for Phase 2 was granted in April 2018 Following Mobilisation, Phase 2 works started in July 2018 Phase 2 is on track for completion in October 2019. Released some land at St James for disposal, with a capital receipt of £6m. Included a large number of service relocations away from St James to facilitate Phase 2 Utilised underused space within the Solent Estate Did not include major capital works such as that in Phase 2 Did not realise major revenue savings as voids at St Mary’s and St James not addressed Phase 1: Overview

The Objective of Phase 2 is to vacate the St James site in order to allow its future disposal by NHSPS to realise a capital receipt for NHSPS and revenue savings for the CCG and the Trust. Phase 2: Major Projects Project Description Capital Sum £k (Gross)
Block B Refurbishment of Ground, First and Second Floors (1F and 2F currently void) of Block B at St Mary’s to create state of the art bookable consulting rooms and supporting hot desking to accommodate services being relocated away from the St James Site. 8,119 Block C Refurbishment of existing void space within Block C at St Mary’s to create a training facilities for the Learning and Development Team who currently deliver training in the St James Main building. 1,506 Junior Doctors Re-provision of the Juniors Doctor’s Mess located in the St James Main Building. Completed Nov 2017 St James Infrastructure and ICT Infrastructure and ICT modifications to enable the buildings which will remain at St James(the Limes, the Orchards and Falcon House), to function independently of the St James main building 1,169 Wayfinding Upgrade the existing site signage and Wayfinding to reflect the changes to the estate identified above. 70 Phase 2: Major Projects
