Heard from many stakeholders BC leader in EPR – encouraged to resolve issues Office of the Auditor General program review Overall, satisfied program working well, with “high self-awareness of issues to be addressed” Recommendations and Actions – program had already taken initiative on 4 of 5* fronts

3 Areas of Focus Better stewardship plans Better process
Many due for 5-year renewal – stakeholder input critical Variety (consumables, long life, evolving, reverse logistics) Aiming for consistency, upgrades on performance requirements e.g. new (SABC) accessibility standard(s) Phased implementation of improvements/requirements Better process Refining Ministry role in plan renewal discussions Ensuring plans and consultation process are transparent Enhanced regulatory compliance Notifying producers of obligations/liabilities

4 Areas of Focus Better reporting Better guidance
3rd party assurance for non-financial information (collection facilities, material management, recovery rate) Recent studies (Deloitte) on ways to improve auditing Measuring the right things in the right way Having best available data, knowing product pathways Better guidance Flexible regulation brings need for clear policy/guidance Ministry staff support with program-specific expectations Latest guidance example ‘Producers paying the cost’

5 Competition Study Working towards publishing study shortly
Main recommendations and related activities: Become better informed regulator – data, metrics Secure sufficient resources Ensure competition is not curtailed Address producers’ “discharging” responsibility Evaluate need for province-wide collection system Encourage competition in services for stewards Use OECD checklist to evaluate plans Collaborate as needed with Competition Bureau
