TELEMATICS Captures real driving behaviour over a long period and enables accurate analysis of driving and personalised feedback and advice to drivers, and/or to third parties, such as employers or parents.* Can significantly reduce risky driving, especially among higher risk young drivers, but effect on crash rates not yet quantified.* At-work Drivers’ crash rates reduced and cost savings.* Some knowledge gaps, eg, how to best use telematics. *“Road Safety and In-Vehicle (Black Box) Monitoring Technology”, . 11 YOUNG DRIVERS AT WORK (SCOTLAND) BLACK BOX PILOT PROJECT
RoSPA project, funded by Scottish Government, to Assess the practicalities & effectiveness of employers using telematics to improve safety of their young at-work drivers. Explore practical issues employers face, how they were or were not resolved, & how they were able to use the information to reduce road risk for young drivers at work. Report to be published in May (probably) Good Practice Guide based on the findings

Internal acceptance a challenge, especially concerns about privacy, tracking in real-time & punitive approach Clear aims & objectives important and early staff consultation & manager training crucial Must be able to identify drivers of multi-driver vehicles Improvements in driving may not be sustained without positive management engagement Drivers need to be encouraged to view their feedback; simply making it accessible is not enough

Learning To Drive Seminar MOBILE PHONES: USA RESEARCH Effects of using hand-held phone, hands-free phone and integrated hands-free phone on driving Filmed & used telematics to record 204 drivers for 31 days and analysed phone records 14,754 calls and 8,610 texts while driving – 10% of time while “operating the vehicle” Measured effect on “safety-critical events” (crash, near miss or crash-relevant conflict) The Impact of Hand-Held and Hands-Free Cell Phone Use on Driving Performance and Safety-Critical Event Risk: Final Report, NHTSA, April 2013, RoSPA’s Mission is to Save Lives and Reduce Injuries

Learning To Drive Seminar MOBILE PHONES: USA RESEARCH Findings Talking on any type of phone was not associated with increase in SCE risk But, visual-manual tasks* on hand-held phone increased SCE risk 50%+ of portable and integrated hands-free use involved visual-manual tasks Hands-free phone use that did not involve visual-manual task did not increase SCE risk * eg, reaching for phone, dialling, pressing a button, texting RoSPA’s Mission is to Save Lives and Reduce Injuries

Learning To Drive Seminar MOBILE PHONES: USA RESEARCH Summary Talking on a phone does not increase risk, but the visual-manual tasks of using a phone does, and over half of hands-free phone use involves visual-manual tasks. Question put to RoSPA Can mobile phones be designed to be safe to use while driving, eg, fully integrated into vehicle & voice controlled? What do you think? DRINK DRIVE LIMITS 2012 Drink Drive Casualties 290 drink drive deaths & 1,210 serious injuries in GB Scotland to lower limit to 50 mg, same penalties as 80 mg NI to lower limit to 50 mg for most drivers, and 20 mg for Learner, Novice & Professional Drivers – but lower penalties of points and a fine England & Wales to remain at 80mg of alcohol per 100ml of blood 20 drink drive deaths & 90 serious injuries in Scotland (2011) RoSPA’s Mission is to Save Lives and Reduce Injuries
